E-scooters and e-bikes: harmonised regulations to better protect young users

The Prince’s Government is updating the regulations governing the use of electric scooters and electrically assisted bicycles by younger users. This reform aims to strengthen accident prevention through the introduction of clear and harmonised rules.

From now on, children under the age of 14 will no longer be permitted to use electric scooters or e-bikes on public roads. To be authorised to use such vehicles from the age of 14, users must complete road safety training and hold a Level 1 or Level 2 Attestation Scolaire de Sécurité Routière (ASSR – school road safety certificate) or an AM licence. Schools in the Principality already include the ASSR in their curriculum, ensuring fair and straightforward implementation of these new measures.

The new framework standardises safety requirements for electric vehicles, providing better protection for young users and greater clarity for families.

While accidents involving these vehicles remain rare in Monaco, their potential speed (up to 25 km/h) and the age of certain users are recognised risk factors. By harmonising the rules, the Principality is establishing a clear regulatory framework that also reflects the recommendations of the Economic, Social and Environmental Council and aligns with the practices of neighbouring countries.

It is also recalled that wearing a helmet is compulsory for all users of electric scooters, as well as for e-bike riders under the age of 18.
