Shore-based fishing in Monaco is subject to strict regulation and requires recreational anglers to register with the Department of Maritime Affairs.
Understanding the process
Fishing in the public maritime domain is permitted ONLY in authorised areas, which can be found on the map here:
It is also subject to certain regulations, which are described in full in this document:
Finally, if you wish to engage in this activity, you must submit the relevant declaration to the Department of Maritime Affairs.
You can submit your application online using the dedicated Online Service: "Declaring shore-based recreational fishing activities"
Once your application has been submitted, you will receive an acknowledgement of receipt email and a supporting document

2. Submitting the form
You must then submit the completed and signed form to the Department of Maritime Affairs, which will then issue you with a receipt valid for a period of three years.
