Disabled status may be granted to Monegasque nationals or residents in Monaco if their disability rate is 50% or higher.
Understanding the process
Disabled status is recognised for any person with an impairment of one or more physical, sensory, mental, cognitive or psychological functions, provided their disability rate is at least 50%.
This rate is assessed by the Commission d’Évaluation du Handicap (CEH - Disability Assessment Commission), which meets every 3 months.
This recognition is an essential prerequisite for accessing social assistance, priority cards and professional integration schemes provided for by Act no. 1.410 of 2 December 2014 pertaining to the protection, autonomy and promotion of the rights and freedoms of people with disabilities.
This procedure applies to:
- Monegasque nationals
- Residents in Monaco (holders of a valid residence permit)
Eligibility is conditional upon:
- Nationality or residence: be a Monegasque national or reside effectively and permanently in the Principality
- Disability rate: at least 50%
- Age: being under 60 years of age
Status is granted for a fixed period of 3 months to 5 years.
The application must include the following documents:
- Standard medical certificate: issued within the last three months by the attending physician or a specialist, describing the nature of the disability
- Single application form: duly completed and signed (Application form for the Disability Assessment Commission)
- Identity document: copy of identity card or residence permit (both sides)
- Id photo
- Additional supporting documents: any medical reports, paramedical assessments (speech therapy, psychomotor therapy, etc.) or expert evaluations supporting the application
The complete application should be submitted to the Department of Social Welfare and Social Services (DASO) by one of the following methods:
- By post: Direction de l’Action et de l’Aide Sociales 5, Promenade Honoré II, Hall A - 98000 MONACO
- In person at the reception desk of the Division de l’Inclusion Sociale - Social Inclusion Office (same address), Monday to Friday from 9.30 am to 5.00 pm
