How to obtain an AM, A1, A2 or A motorcycle driving licence

The AM licence entitles the holder to drive :

• Two- or three-wheeled mopeds, with:
  • A maximum speed equal to or less than 45 km/h
  • A cylinder capacity (P.1) equal to or less than 50 cm3 for internal combustion models.
  • A maximum power (P.2) equal to or less than 4 kW for electric models.
• Four-wheeled motor vehicles with:
  • A maximum speed equal to or less than 45 km/h
  • A cylinder capacity (P.1) equal to or less than 50 cm3 for internal combustion models.
  • A maximum power (P.2) equal to or less than 4 kW for electric models, or 6 kW for electric models which have an enclosed cabin and are accessible from a maximum of three sides
  • An unladen mass of no more than 425 kg and a load capacity of no more than 200 kg (excluding the battery for electric vehicles)

The A1 licence enables the holder to drive vehicles in category AM and light motorcycles with a cylinder capacity not exceeding 125 cm³ and power not exceeding 11 kW

The A2 licence enables the holder to drive vehicles in category A1 and motorcycles with a power not exceeding 35 kW

The A licence enables the holder to drive vehicles with power > 35 kW and tricycles > 15 kW

The following conditions must be met in order to obtain a driving licence:

In all four cases, you must register in advance through a driving school. You may register and prepare for the tests before you reach the required age.

The theory test (ETG) comprises 20  questions on the highway code and traffic regulations for the category AM licence in which you may make up to three mistakes, and 40 questions for the category A1, A2,A licence in which you may make up to five mistakes. You must pass this theory test in order to take the manoeuvrability test. It may be taken up to two months before reaching the required age.

The manoeuvrability test consists of a reduced speed off-road circuit. You must pass this test before you can go on to sit the practical test.

The practical test consists of driving in traffic. It lasts approximately 30 minutes.

All candidates who have passed the theory test retain the right to sit the practical test for five years from the date of their test to allow them to pass the practical test or to obtain a different category of licence, except for the theory test for category AM, which does not allow you to take a practical test for another category.

If your licence is suspended or withdrawn in Monaco or abroad, you may not sit the driving tests.

AM, A1, A2 and A category licences are valid until the age of 70 as long as there are no medical contraindications, and may then be renewed following a medical check-up.

There is a fee associated with this procedure in accordance with the current applicable rates.

The request for a driving licence must be sent to the Driver and Vehicle Licensing Office using the appropriate form, duly completed and signed on the original.

• For Monegasque nationals:
  • A copy of a valid Monaco national identity card 
  • Or a copy of a national passport with proof of address (gas or electricity bill from the SMEG, rental agreement) dated of less than 3 months
• For residents: a copy of a valid residence permit
• Two recent, coloured ID photos, dated within the last 6 months, on a light background, frontal view, bareheaded, of size 35x45, not scanned (one photo is for the medical certificate and must be covered by the doctor’s signature)
• The original medical certificate issued within the past 3 months by a doctor in the Principality of Monaco who is authorised to conduct this medical examination, in accordance with the model provided for that purpose. This may be:

  • Collected from the Driver and Vehicle Licensing Office
• The payment, to be made cheque or postal order (clearable in Monaco or France), made out to the Driver and Vehicle Licensing Office, in accordance with the current fee schedule

You must submit your application to your driving school, which will forward it to the Driver and Vehicle Licensing Office. Following registration with the Driver and Vehicle Licensing Office, you will receive a payment receipt (invoice) and candidate number from your driving school.

The registration with the Driver and Vehicle Licensing Office for the theory and practical tests will be carried out by your driving school. Your driving school will inform you of the day, time and place of the tests to be taken, which will be carried out by a Driving Licence and Road Safety Inspector. You must take proof of ID with you.

The theory test takes place at the the Driver and Vehicle Licensing Office. You are recommended to arrive at the reception desk of this Office ten minutes before the scheduled time.

The manoeuvrability test can only be taken once you have passed the theory test. It is conducted in a vehicle from your driving school, in the presence of one of its representatives. Your driving school will inform you of the venue for the test.

It will be taking place with a vehicle from your driving school, in the presence of one of its representatives. The practical test can only be taken after successful completion of the manoeuvrability test. Your driving school will inform you of the venue for the test.

You will be informed of the results of the test immediately after its completion.

Once you have passed your practical test, you will receive an email confirming that your driving licence has been issued.

You will then be invited to book an appointment to collect your licence from the Driver and Vehicle Licensing Office reception desk on presentation of your identity document.

If you already hold a driving licence, you will need to hand it in before collecting your new one.

If you postpone your theory test, administrative fee must be paid in the form of a bank cheque made out to the Driver and Vehicle Licensing Office and given to your driving school in order to be able to take the rearranged test again. You should then contact your driving school again to arrange a new appointment.

In the event of unexcused absence from a test, the administrative fee must also be paid in the form of a bank cheque made out to the Driver and Vehicle Licensing Office, and given to your driving school.  

Once you have done this, you must contact your driving school again to take the rearranged test.

If your absence was due to medical reasons, consideration may be given to waiving these fees on presentation of a medical certificate dated the day of the test.
