The new version of the theoretical driving test for driving licences in Monaco presented by Aurélie PERI, Head of the Driver and Vehicle Licensing Office

Questions put to Aurélie PERI, Head of the Driver and Vehicle Licensing Office:

  • A new version of the Highway Code test was introduced in France on 12 September. Will the Principality follow suit in updating the test?

We recently learned that France has reformed its Highway Code test. This was an obvious need shared by both our states, the Driver and Vehicle Licensing Office has spent over a year preparing a revised version of the Highway Code questions for the Monaco test, with the new system being rolled out from 1 October 2023. My department - and more specifically the driving licences section- carried out this task in consultation with local driving schools and experts in the field, in order to come up with the most balanced and up-to-date draft possible. And I have to say that I'm very proud that we have now achieved this overhaul with the help and support of all those involved.

  • What are the reasons behind this initiative, and what is the objective?

The current issues date back over ten years. So, we felt it was necessary to reform the test to modernise it and make it clearer and easier for everyone to understand. Which is why we've produced questions that are easier to grasp and created modern visuals that make it easier for candidates to understand the situations they're presented with. In total, we now have a database of around 800 questions. We also wanted to include questions relating to eco-driving, i.e. driving that is more responsible and respectful of the environment. Naturally, this is part of the approach to soft mobility and environmental protection that the Principality wishes to implement.

  • What should future candidates expect?

In terms of content, the approach remains the same, with questions essentially focused on traffic signs and priority rules. In practical terms, this new system will have no impact on future candidates since their training at driving schools in the Principality will be based on these questions and perfectly in line with the requirements of the test. However, in terms of format, candidates will now benefit from clearer, more up-to-date questions and visuals, with questions that are easier for everyone to understand.

  • So, the Monegasque Highway Code is not the same as the French one?

That's a question we're always asked!
It's important to keep in mind that the only differences between the two are in the regulations governing driving licences, in particular the points-based driving licence and the associated penalties. Apart from these specific aspects, and the related issues, all the traffic rules are identical. Which means that the 
Highway Code is taught exactly the same way in Monaco as it is in France. The only difference is that questions relating to those specific aspects are not included in the learning process or in the test in Monaco.
