Understanding the process
People who are registered as "protected" can reply to rental offers published in the "Journal Officiel de Monaco".
Protected people have the possibility of requesting housing aid:
- National Housing Aid for people of Monegasque nationality
- Differential Rent Allowance, for people who are not Monegasque
To be recognised as a "protected person", your income (for categories II to V) must not exceed a ceiling set each year by Sovereign Ordinance.
You can be registered as a "protected person" in the order of priority for access to housing set out below:
Persons of Monegasque nationality
- Persons born of a Monegasque parent or adopted by a person of Monegasque nationality, who have been resident in the Principality for at least 10 years
- The surviving spouses of Monegasque nationals who have not remarried
- The surviving cohabitation agreement partners of Monegasque nationals nationals who have been resident in the Principality for at least 10 years and who have not entered into a new cohabitation agreement, married or remarried
- Fathers or mothers supporting and providing for the education of a child of Monegasque nationality, whose home is the child’s main or occasional residence
- Fathers or mothers who have been responsible for caring for a child of Monegasque nationality for at least 10 years and who have been resident
in the Principality for at least 10 years
- Persons born in Monaco or adopted in Monaco as minors, who have resided in Monaco continuously since birth or adoption, where one of their birth or adoptive parents was also born in Monaco and was resident in the country at the time of their birth or adoption
- You can, however, be exempted from the requirement to be born in Monaco if, while fulfilling the other conditions, you were born outside Monaco due to unforeseen circumstances or for medical reasons or force majeure
- Persons born in Monaco or adopted in Monaco as minors, who have resided in Monaco continuously since birth or adoption
- Tenant, spouse or main occupier of residential premises that are subject to Ordinance Law No. 669 of 17th September 1959 or Act No. 1.118 or 18th July 1988, amended
Persons who live in Monaco for at least forty consecutive years

A certificate of nationality, available from Monaco Town Hall
- A copy of the lease
- A copy of the Family record booklet if relevant
- un certificat de résidence en Principauté du requérant, délivré par la Sûreté Publique
- A certificate of the nationality of this parent, available from Monaco Town Hall
- A birth certificate or declaration of filiation, available from Monaco Town Hall
- A copy of your family record booklet
- A certificate of nationality of the minor, to be requested from Monaco Town Hall
- A copy of the death certificate of the Monegasque spouse or partner
- A nationality certificate for the deceased Monegasque spouse or partner, issued by Monaco Town Hall
- A copy of the Family record booklet
- A copy of the divorce ruling
- Your birth certificate or declaration of filiation, available from Monaco Town Hall
- A certificate of residence in the Principality of Monaco, available from the Police Department
- A certificate of residence of one of the parents (father or mother), available from the Police Department
A certificate of residence in the Principality for the applicant, available from the Police Department.
- A certificate of residence in the Principality for the applicant, available from the Police Department
- Any documents justifying your state of health
If you are a Monegasque national
You do not have to supply any supporting documents.
If you are not a Monegasque national
The supporting documents must cover all the income received over the past twelve months by the applicant and members of the household.
You may be asked for additional supporting documents when your application is examined.
- A declaration of your net salary and any bonuses, to be requested from your employer
- A declaration of daily payments (sickness, maternity, accident at work, invalidity)
- A full copy of your latest income tax notice, if relevant
- A certificate of ownership or non-ownership certificate
If you have children:
- A statement of the amount of family allowances and social benefits and prenatal allowances
If you are divorced:
- A complete copy of the divorce ruling, related agreements and, if applicable, any subsequent rulings
- An up-to-date statement showing maintenance and contributions to the education and maintenance of your children (paid or received)
- A statement of unemployment benefit, available from the Employment Office, the Employment Agency (Pôle Emploi) and the Social Protection Unit (DASO)
- A declaration of daily payments (sickness, maternity, accident at work, invalidity)
- A full copy of your latest income tax notice, if relevant
- A certificate of ownership or non-ownership certificate

If you have children:
- A statement of the amount of family allowances and social benefits and prenatal allowances
If you are divorced:
- A complete copy of the divorce ruling, related agreements and, if applicable, any subsequent rulings
- An up-to-date statement showing maintenance and contributions to the education and maintenance of your children (paid or received)
- A statement of direct pensions and payments from pension funds
- A declaration of the amount of various social benefits (Social Funds, Social Protection Unit, City Hall, Red Cross, charities, etc.)
- A full copy of your latest income tax notice, if relevant
- A certificate of ownership or non-ownership certificate

If you have children:
- A statement of the amount of family allowances and social benefits and prenatal allowances
If you are divorced:
- A complete copy of the divorce ruling, related agreements and, if applicable, any subsequent rulings
- An up-to-date statement showing maintenance and contributions to the education and maintenance of your children (paid or received)
- A sworn declarationof accounts for each activity for the past financial year
- A sworn declaration stating the amount of income received during the aforementioned period, as per the following model
- A full copy of your latest income tax notice, if relevant
- A certificate of ownership or non-ownership certificate

If you have children:
- A statement of the amount of family allowances and social benefits and prenatal allowances
If you are divorced:
- A complete copy of the divorce ruling, related agreements and, if applicable, any subsequent rulings
- An up-to-date statement showing maintenance and contributions to the education and maintenance of your children (paid or received)
Your application must be submitted to the Housing Department.
It must be accompanied by the supporting documents necessary for the application and duly completed.
The Housing Department. will advise the applicant of the admissibility of his or her request or the reason for refusal.
If your registration as a "protected person" is approved, the reply letter will mention the category in which the applicant is registered and will give a reminder of the procedure to follow with regard to rental offers.
