Understanding the process
As part of its efforts to accelerate energy renovations in older buildings, the Prince's Government is providing subsidies for designated priority buildings, i.e. those that emit more than 50 tonnes of CO₂ equivalent per year (source: energy audits) by using heating and domestic hot water systems that run on fossil fuels.
Following energy audits of the buildings, measures to reduce greenhouse gas emissions and energy consumption have been identified. The most effective emission reduction measures for these buildings are to replace fuel oil, biofuel or gas boilers with heat pumps. In most cases, this replacement is possible and will require a feasibility study to assess the technical feasibility and estimate the cost of installing a heat pump.
To meet the national target of a 55% reduction in greenhouse gas emissions by 2030 (base year 1990), this scheme is being rolled out immediately, lasting three years, with a repayment rate that reduces over time. The final applications must be submitted no later than 30 September 2028.
Subsidies are available for technical feasibility studies for buildings that emit more than 50 tCO²eq/year.
The purpose of the study is to assess the technical feasibility and estimate the cost of installing a heat pump to replace fossil fuel-fired district heating and hot water systems.
Eligibility for the subsidy is subject to compliance with the specifications, which can be downloaded below. The list of service providers will be available to download as soon as possible.
The subsidy rate is reduced over time according to the following schedule:

The maximum subsidy available is €20,000. The period between the invoice date and the date of application for the subsidy may not exceed six months. The invoice date will be taken as proof.
The following may apply for this assistance:
- The property owner in their own name
- The representative of the sole owner or co-owners in the case of joint ownership
- A legal entity as owner
- A Homeowners Association, which may be formed by private or public ownership through a property manager
Eligible buildings must:
- Be located within Monaco
- Be a residential or mixed-use building
- Have had an energy audit carried out
- Currently use district heating and/or domestic hot water systems running on fossil fuels (fuel oil, biofuel or gas)
- Be outside the range of ocean thermal energy conversion systems or, if within the range, be able to provide proof (issued by the service provider) that connection is technically impossible
- Have the technical feasibility study carried out as per the specifications published by a service provider from the list available for download below
- Emit more than 50 tonnes of CO₂ equivalent (source: energy audits). The authorities have sent a letter to the owners/managers of all applicable buildings

- The applicant’s bank account details
- Supporting document for the applicant (a certificate of ownership or a copy of power of attorney in the case of representation)
- The dated invoice, marked as paid, from the service provider
