Understanding the process
To support the energy transition of a building by increasing the electrical power available, the Prince’s Government is providing a grant to help with the installation of private High Voltage A (HTA) substations, in the case of heat pumps, to replace heating systems that use natural gas or liquid fossil fuels. For buildings of a certain size, the installation of heat pumps (for heating and domestic hot water [DHW]) may require the installation of a private HTA substation (power >240kVA).
This subsidy can be applied for alongside the subsidy to install collective heat pumps.
To meet national targets of a 55% reduction in greenhouse gas emissions by 2030 (1990 baseline), this subsidy has been introduced with immediate effect and for a period of 2 years. Applications must be submitted by 1 March 2026
The context
Heat pumps are used to produce heat and domestic hot water for large buildings. Unlike boilers running on GTL/XTL or gas, this technology does not consume fossil fuels, making it one of the best ways to achieve carbon neutrality. Furthermore, it consumes up to 3 times less electricity than an individual electric radiator.
When buildings equipped with gas or oil-fired heating systems are converted to heat pumps, the electrical connections serving them often need upgrading. For these buildings, since the main energy requirements are met by fuels, the electrical connections were designed to closely match the occupants' needs (household appliances, lighting, etc.).
For buildings of a certain size, the installation of heat pumps (for heating and DHW) may require the installation of a private HTA substation (power >240kVA).
More generally, the current energy transition is shifting towards electricity for a growing number of uses, from producing heat and domestic hot water to recharging electric vehicles. This latest boost is in line with this process.
The scheme
The HTA substation subsidy is a fixed amount and is dependent on the electrical capacity of the private HTA substation to be installed. This subsidy is only available for private HTA substations, created in buildings or on dependent plots, for the first installation of a PAC and for work carried out in occupied buildings.
This fixed amount will cover electrical equipment, soundproofing, fire doors and the necessary civil engineering.
The subsidy rate is determined by the total power in kVA of the substation and applies to the total subscribed power.

Buildings that require the installation of an HTA substation, as part of their connection to a thalassothermal loop, are also eligible for the grant. The amount of the grant is adjusted to remove the part of the costs borne by the concessionaire. The applicable scale is as follows :

The subsidy bracket applies to the total subscribed power, even if two substations are installed (e.g. a back-up).
Procedures
This assistance can be requested by:
- The property owner in their own name
- A representative of the sole or joint owner, in the case of multiple ownership
- A legal entity as owner
- The entire condominium, which may be made up of private or public owners, through its managing agent, or its representative, in the absence of a condominium managing agent
Eligible buildings must:
- Be located within Monaco
- Be a residential, tertiary or mixed-use building
- Have had an energy audit carried out
- Be subject to renovation on an occupied site
- Upgrade fossil fuel-fired heating systems to heat pumps

- A spreadsheet setting out the key administrative data for the project. The template can be downloaded here:
- The form for requesting the subsidy downloaded during step 1
- Summary of mandatory energy audit
- The applicant’s bank account details
- Supporting document for the applicant:
- A certificate of ownership or a copy of power of attorney in the case of representation by a proxy
- For condominiums, a copy of the proceedings of the general meeting at which the work was approved, mentioning the agent appointed to represent the co-owners
