Understanding the process
Those who are eligible for national housing aid may, if a review of their situation justifies it, be able to take advantage of a loan designed to help them enter into a lease, provided that this does not result in more than 40% of their income being spent on rent, as set out in Article 7 of the Ministerial Decree no. 2024-552 of 10 October 2024 pertaining to National Housing Aid.
This loan is not therefore automatically granted and must eventually be applied for before any commitment is made or any tenancy agreement is signed.
The national housing aid loan may be used to pay the deposit and agency fees (including VAT). It should be requested no later than one month following the effective date of the lease. The national housing aid loan is provided at an interest rate of 0% and is repayable over a period of four years.
The loan is repaid using deductions from the National Housing Aid allowance. The conditions are expressed in an acknowledgement of debt which is signed when the loan is accepted.
For recipients in the non-regulated housing sector, however, agency fees may be paid by the State (subject to the conditions set out in Article 15 of the aforementioned decree).
The deposit may be deducted from national housing aid in accordance with the conditions described above, or repaid in a single instalment at the end of the lease (in the non-regulated sector only).
Applicants who are only seeking assistance with agency fees (no application for a loan to cover the deposit) should contact the Housing Department directly.
Should the recipient be unable to make this payment, the sum due will become repayable over a period of one year, by means of a new loan issued at an interest rate of 1%, the terms of which will be set out in a revised acknowledgement of debt.
For individuals over the age of 65, the agency fee for initial applications may be paid for by the State, if their situation (after examination) proves to justify this.
Under no circumstances may recipients be granted multiple national housing aid loans at the same time.
