How to renovate building facades, fencing and shutters

Building facades, perimeter fences and shutters must be maintained in good, clean condition at all times. Facades and shutters must be restored every 10 years and perimeter fences must be restored every 5 years (articles 23 and 109 of

A subsidy or a loan may be granted to owners for this work.

If a non-compliant facade is noted, the Department of Forward Studies, Urban Planning and Mobility will send a formal notice by registered post with acknowledgement of receipt requiring the facade to be restored by a specified date.

If this restoration work is not completed within the required timeframe, a formal notice specifying a new deadline for completion shall be sent to the petitioner by registered post with acknowledgement of receipt.

In the event of a failure to complete the restoration, by Order of the President of the Court, the Government shall undertake the work at the expense of the petitioner(s), who must reimburse the cost within a month of the reimbursement request being issued.

Since 2019, renovation work has been subject to Ministerial Decree No. 2018-613 of 26 June 2018 pertaining to the thermal characteristics of new buildings, renovations of existing buildings and extensions (Monaco Energy Regulations). 

When a building is undergoing significant restoration focused on the external walls of heated premises, the developer must carry out a technical and/or energy audit prepared by an architect, a consultancy firm or an oversight body, and thermal insulation work that meets the established requirements for affected walls in accordance with articles 23 and 54 (or achievement of thermal resistance of walls equal to or higher than 2.5 m².K/W).

Applications to restore facades must include a duly completed works form C (appendix 3 to this decree and available to download below). A completed Form E (available to download below) will need to be attached to the inspection.
 

You should submit an application to repair a building facade, shutters or fence to the Department of Forward Studies, Urban Planning and Mobility.

You must provide:

• A letter describing the planned project
• A photomontage showing the finished building facade
• Photographs of the current facade
• The facade colour chosen by the co-owned building: RAL or
