Principle and conditions
Issued in colleges since 1993, school road safety certificates (attestations scolaires de sécurité routière, ASSR), taken by college students in 5ème (year 8) and 3ème (year 10), are an integral part of compulsory education. They provide an opportunity to test road safety knowledge acquired throughout a student’s education.
The certificates concentrate on knowledge of the risks and rules which apply to different road users: pedestrians, cyclists, moped riders, motorcyclists, car drivers and passengers, future drivers. The aim of the certificate is to encourage an understanding of the relationship between rules, risks and accidents.
The ASSR in Monaco
In Monaco, the Department of Education, Youth and Sport, in partnership with the Police Department, organises training and testing to enable students educated in Monaco schools who live in France, and will in future hold a road safety certificate (Brevet de Sécurité Routière, BSR) or French driving licence, to obtain the ASSR.
This training is also provided to students who live in Monaco.
ASSR 1
ASSR 1 is provided for all 5ème students and students who will be 14 by the end of the calendar year, as well as for students who have previously failed the test. This programme allows students to enrol in the BSR practical training.
ASSR 2
All students in 3ème and students who will be aged 16 by the end of the calendar year at the latest, as well as students who have previously failed, may sit the ASSR 2 test.
The ASSR 2 is compulsory for those who wish to obtain one of the following categories of driving licence: A and A1 (motorcycle licence), B (car licence, whether via the early learning route often referred to as accompanied driving, or by the traditional route) and B1 (heavy quad bike).
This option is only available to young people born on or after 1 January 1988. ASSR 2 also enables students to enrol in the BSR practical training.
The Road Safety Certificate (BSR)
In the absence of a driving licence, a road safety certificate (Brevet de Sécurité Routière, BSR) is required to drive:
- From the age of 14, a moped
- From the age of 16, a light quad bike (cart)
The requirement for those who do not have a driving licence to hold a BSR in order to drive a moped beyond the age of 16 or a cart from the age of 16 only applies to individuals born on or after 1 January 1988.
