Present the cheque again
As soon as your bank notifies you of what has happened, you should try to present the cheque for receipt again.
Present the cheque to the Judicial Duty Office
If it is refused again, take the cheque to the Judicial Duty Office with the rejection notice issued by your bank, in order to make a complaint.
The Public Prosecution Department will notify you of the results of the enquiry in due course.
