The possession of dogs classified as dangerous is strictly regulated in the Principality and must be declared to the "Direction de la Sureté Publique"
.
Understanding the process
Dogs classed as dangerous fall into two categories:
- The first category includes attack dogs
- The second category includes guard dogs and dogs used for defence
Principle
It is forbidden to acquire, possess, give away or sell dogs in the first category and to import them or bring into the territory of the Principality of Monaco.
The following persons cannot own, keep or walk dogs classed as dangerous:
- Persons under 16 years of age
- Adults under guardianship
- Persons convicted of a crime or who have received a prison sentence for acts of violence
- Persons who have been legally ordered to surrender property or the possession of a dog because it presented a danger for people or pets
Conditions
Dogs classed as dangerous must be muzzled and kept on a leash on the public highway, public places and communal parts of multi-occupancy buildings.
Owners of such dogs must take out civil responsibility insurance that covers damage caused to a third party by the animal.
Apart from the places forbidden by municipal byelaws and those with specific signs, dogs classed as forbidden cannot be taken:
- On public transport
- To places frequented by children
- To public events where people assemble, and the places, surrounding areas and access routes used in connection with these events
