How to apply for the autonomy allowance

Anyone aged over 60 who is habitually resident in the Principality and has suffered a loss of autonomy due to their physical or mental condition and benefiting from an assistance plan recommended by the Monaco Gerontology Coordination Centre may apply for the autonomy allowance. 

The amount of assistance granted depends on household income. Once you have provided proof of income, your application will be processed by the Department of Social Welfare and Social Services who will allocate a personal contribution (ticket modérateur).

The costs of the various items for assistance recommended as part of a home help plan will be reimbursed, subject to the caps set by ministerial decree.

The file will be made available to the elderly person or their family by the Monaco Gerontology Coordination Centre responsible for assessing the degree of loss of autonomy and to recommend assistance to overcome the loss of autonomy.

The application should be submitted to the Monaco Gerontology Coordination Centre.

The Centre then assesses the extent of the loss of autonomy, develops an assistance plan and puts together the financial package.

Once the personal contribution (ticket modérateur) and allowance have been calculated, the allowance is paid directly to the beneficiary.
 

The medico-social team from the Monaco Gerontology Coordination Centre will visit the person's home to:

• Assess the extent of the loss of autonomy
• Develop a personalised assistance plan

Once the assistance plan has been drawn up, a calculation is made and the amount of the autonomy allowance is adjusted according to the applicant's household income.

The sum is used to pay the service providers directly (care assistants) employed by the person or made available by the City Hall or the personal services company.
 

Anyone aged over 60 who is habitually resident in a facility that is part of the CHPG's gerontological network or the nursing home of the Hector Otto Foundation
 (Residences Giaume/ Chamot – Drappier), and has suffered a loss of autonomy due to their physical or mental condition may apply for the autonomy allowance.

A personal contribution (ticket modérateur) is calculated on the basis of income. This determines the amount of the autonomy allowance for full or partial coverage of a flat-rate dependency charge as part of the establishment's daily rate, depending on the G.I.R. level.

An allowance to support living expenses may also be granted to beneficiaries of this allowance.

The allowance is paid monthly, to the care home, for cover of between 10% and 100%, subject to a cap and the personal contribution (ticket modérateur).

In order to complete your file, please provide the supporting documents listed below:

• A copy of your valid identity document (Monegasque identity card or residence permit
• A copy of the guardianship order or the power of attorney form, duly completed and signed (see Annex 1)
•  The "declaration of household income" duly completed and signed (see Annex 2)
• Proof of all types of income for the applicant and their spouse, for the last 12 months: main and supplementary retirement pension, widow's pension, disability allowance, disability allowance for adults, accident annuity, life annuities, rental income, housing allowance, social assistance, maintenance contributions, spousal maintenance, income from life insurance policies
• Or if applicable, a Sworn Statement of non-receipt of income of any type for the last 12 months
• The amount of the CCSS housing allowance for residents of the Cap Fleuri or the Giaume/Chamot Drappier Residence homes only
• Proof of expenses for both the applicant and their spouse for the last 12 months: service charges (the last rent receipt), joint ownership charges (annual statement of charges), maintenance payments, latest income tax statement
• A declaration of bank accounts for the applicant and their spouse duly completed and signed (see Annex 3)
• Bank certificates duly completed as per the attached template, issued by all banks with which accounts are held by the applicant and their spouse (see Annex 4)
• The latest statement of account for the life insurance policy, where applicable
• A copy of the long-term care contract, together with a statement of the amounts received during the previous calendar year, where applicable
• The duly completed care provider identity form, for those temporarily residing in France only (see Annex 5)
• The original bank account details (RIB)

Please note, if you do not wish to declare your income, you must complete the "attestation sur l'honneur de non-déclaration de revenus" form (see Annex 7).
