This allowance is paid to anyone who is widowed, divorced, separated, or deserted, not married or not living together as a married couple, who receives income from a professional or similar activity and who assumes the actual and permanent responsibility for one or more children of Monegasque nationality, up to the age at which compulsory schooling ends if the child fulfils this obligation.
Understanding the process
It is payable up to the age of 21 if the child has not completed education, is in higher education, has an apprenticeship contract or if the child, due to disability or chronic illness, is medically recognised as being unable to continue education or engage in paid employment.
If a Monegasque child alternates residence between both parents, even if they are not the head of the household, they may each receive half of the single parent allowance, provided they meet the conditions for entitlement, unless a written agreement between the parents or a court decision designates which of them will receive the full family allowance.

Supporting documents for the children:
- For children of Monegasque nationality: a certificate of nationality to be obtained from the Monaco City Hall
- For children of foreign nationality: a certificate of civil status for each child
- For adopted children: the court order implementing the adoption judgment
- For school children: a school attendance certificate, to be obtained from the child’s school
- For students between 18 and 21 years of age: proof of registration at a university or school of higher education
Supporting documents for the mother or father:
- A copy of an identity document
- For parents of Monegasque nationality: a certificate of nationality to be obtained from the Monaco City Hall
- Parents of foreign nationality: the family record booklet
- For parents who are divorced or separated: the non-conciliation order and the ruling of divorce or separation
Social welfare benefits
- An attestation from the Family Allowance Office of the Social Services Compensation Fund (CCSS) or the French Family Allowance Fund (CAF) specifying the total amount of benefits (family allowance, special allowance for the beginning of school year, education allowance, end of year allowance, etc.) received over the previous 12 months
- The last proof of payment of family allowance benefits
- The last proof of payment of family benefits paid by the CAF
Other sources of income
- A bank statement showing securities income and capital investments for the previous calendar year
You must also declare all other sources of income in the household, such as:
- Property income
- Pension, retirement or disability funds
- Housing benefits
- Child support
- Income from all members of the household
- For recipients of an educational grant:documentation showing the total grant awarded for the academic year by the Department of Education
And, depending on your situation, the supporting documents listed below:
- Documentation of all salaries, allowances and bonuses received over the previous 12 months, to be obtained from the Department of Budgeting and Treasury or from the Town Hall (see the procedure: How to request proof of income from the Department of Budget and Treasury)
- Your last payslip
- Documentation of all net salaries, allowances and bonuses received over the previous 12 months, to be obtained from your employer
- Your last payslip
- Proof of ASSEDIC (associations for employment in industry and trade) and expenses payments for the previous 12 months
- Tax returns or certified declarations of income received for the previous calendar year (financial year) or over the previous 12 months
Under no circumstances will a sworn statement be accepted as proof of income.
And, depending on your situation, the supporting documents listed below:
- A copy of the tenancy agreement
- A copy of the last justification of rent paid
- A copy of the housing tax notification
- A copy of the housing tax notification
- A copy of the property tax notification
- The statement of annual expenses for property owners
- A copy of the mortgage repayment schedule, if applicable
The duly completed, dated and signed form, including all the necessary supporting documents listed above, should be submitted to the to the Department of Social Welfare and Social Services.
The Department of Social Welfare and Social Services assesses the application and performs the necessary checks to determine if the required conditions have been met.
The claimant may be required to provide additional documents.
Once the application has been assessed, the lump-sum allowance is awarded on a means-tested basis, according to two thresholds, which correspond to 47.5% or 70% of the base salary of the Independent Pensions Fund.
The allowance is paid in arrears.
