This cover is available to Monegasque nationals and residents who have been living in the Principality for at least five years, are not covered by any social security fund, do not benefit from state medical assistance and cannot obtain private health insurance.
Understanding the process
In accordance with the provisions of Article 3 of the Act no. 1.562 of 2 July 2024 pertaining to subsidiary medical cover, for Monegasque nationals, or any foreign national residing in the Principality on a stable or regular basis for at least five years may benefit from subsidiary medical cover, subject to the following conditions:
- Must not be covered by any Monegasque or foreign social security fund
- Must not be in receipt of State Medical Assistance
- Are unable to obtain an individual health insurance policy from a private insurance company
The monthly fee is €700 per person. Payment is to be made by direct debit.
Subsidiary Medical Cover lasts for a maximum of one year and is renewable.
The application must be sent using the appropriate form, duly completed and signed, accompanied by supporting documents.
These documents may be:

- The form to be completed, signed and dated by the applicant
- Any document proving the applicant is not covered by any Monegasque or foreign social security fund or is not entitled to claim one of these funds, notably a certificate of termination of entitlement or non-coverage by a social security body or refusal of cover
- Three supporting documents proving refusal of insurance issued by three different insurance companies operating in Monaco or, if the applicant is Monegasque, issued by three different insurance companies operating in the applicant's place of residence
- Proof that the applicant has not cancelled their last health insurance contract with a private insurance company
- A photocopy of the Monegasque identity card or residence permit of the applicant and members of the household
- A copy of the applicant’s family record booklet
- An extract from the legal separation order or divorce decree for separated or divorced persons
- A bank account details (RIB)
- If applying for an exemption from patient contributions, please provide a medical certificate issued within the last three months
