This aid is available to elderly persons of Monegasque nationality or foreign nationals residing in the Principality on a stable or regular basis for at least five years who have an insufficient income.
Understanding the process
Any elderly person of Monegasque nationality, and foreign national residing in the Principality on a stable or regular basis for at least five years at the time their application is made, may request social aid for accommodation, if they have insufficient resources, after deduction of their personal contribution and that of those who bear filial responsibility for them.
This allowance is subject to recovery from the beneficiary’s estate for a period of five years.
In order to complete your file, please provide the supporting documents listed below:
- A copy of your valid identity document (Monegasque identity card or residence permit)
- A copy of the guardianship order or the power of attorney form, duly completed and signed (see Annex 1)
- The "declaration of household income" duly completed and signed (see Annex 2)
- Proof of all types of income for the applicant and their spouse, for the last 12 months: main and supplementary retirement pension, widow's pension, disability allowance, disability allowance for adults, accident annuity, life annuities, rental income, housing allowance, social assistance, maintenance contributions, spousal maintenance, income from life insurance policies
- Or where applicable, a Sworn Statement of non-receipt of income of any type for the last 12 months
- The amount of the CCSS housing allowance for residents of the Cap Fleuri or the Giaume/Chamot Drappier Residence homes only
- Proof of expenses for both the applicant and their spouse for the last 12 months: service charges (the last rent receipt), joint ownership charges (annual statement of charges), maintenance payments, latest income tax statement
- A declaration of bank accounts for the applicant and their spouse duly completed and signed (see Annex 3)
- Bank certificates duly completed as per the attached template, issued by all banks with which accounts are held by the applicant and their spouse (see Annex 4)
- The latest statement of account for the life insurance policy, where applicable
- A copy of the long-term care contract, together with a statement of the amounts received during the previous calendar year, where applicable
- The duly completed care provider identity form, for those temporarily residing in France only (see Annex 5)
- The original bank account details (RIB)
- Please note, if you do not wish to declare your income, you must complete the "attestation sur l'honneur de non-déclaration de revenus" form (see Annex 7)
- A residence certificate, to be obtained from the Police Department, showing previous residence (date of arrival and any breaks in residence), for non-nationals only
- Applicant's family civil status form or a copy of family record booklet
- The attached "recours sur succession" form, duly completed and signed (see Annex 6)
- Certificates of ownership issued by the notary, where applicable
- Donation certificates issued by the notary, where applicable
- The latest statement of account for the funeral insurance policy, where applicable, with proof of the amount of the contribution
- Proof of insurance cover and/or civil liability for the current year
- The amount of the annual tax allocated to the court-appointed trustee, where applicable
Please note: this list is not exhaustive. The Director of Social Welfare and Social Services may request additional supporting documents during the application process.

Le dossier doit être déposé à la Direction de l'Action et de l'Aide Sociales.
Le Directeur de l'Action et de l'Aide Sociales pourra également solliciter la production de toutes pièces justificatives complémentaires permettant de vérifier le respect des conditions d'ouverture du droit à l'aide sociale à l'hébergement.
After the dossier is accepted, social aid for accommodation is paid directly to the establishment providing accommodation for elderly dependent people.
