How to apply for medical benefits as a student

From 1 July 2026, the State Medical Benefits Office (SPME) becomes the Department of State Medical and Family Benefits (DPMFE).

Understanding the process

In accordance with French Act no. 2018-166 of 8 March 2018 on student guidance and achievement, students must, no later than the month preceding their 21st birthday, complete the following procedures relevant to their nationality, place of study and place of residence.

Whatever your circumstances, make sure you take the necessary steps during the month preceding your 21st birthday.

All students of Monegasque nationality who are aged between 21 and 28 are entitled to coverage as insured persons at 80% of the applicable rate through the Department of State Medical and Family Benefits. This applies regardless of their place of residence, their parents’ place of residence, their parents’ health insurance scheme and their place of study.

To take advantage of this scheme, eligible Monegasque students must, before their 21st birthday, apply for coverage as Monegasque students by sending a letter to the Head of the Department of State Medical and Family Benefits, together with the form entitled "Student Medical Benefits Application" and the required supporting documents.

Coverage begins on the student’s 21st birthday and continues for the duration of the current academic year.

Coverage is maintained until the student reaches the age of 28, provided that the student submits a valid school enrolment certificate and the aforementioned form to the Department of State Medical and Family Benefits at the start of each academic year.

The written application must be accompanied by the following documents:

A copy of ID card or a certificate of nationality
A bank account details in the student’s name or, failing that, in their parents’ name (in the latter case, the student must complete the special section on the form requesting payment to this account)
A school enrolment certificate for the current academic year

You can either:

Submit the form, duly completed and signed, with the documents to be provided, to the Department of State Medical and Family Benefits, from 9.30 am to 5 pm. No appointment necessary
Send it by post to the Department of State Medical and Family Benefits

You are studying in Monaco and resident in Monaco or France:

The insured person of whom you are a dependent must contact the State Medical Benefits Office to request continued coverage for you. This can be done by writing a simple letter accompanied by a copy of your school or university enrolment certificate for the current academic year
Coverage is maintained until you reach the age of 28, provided that a school or university enrolment certificate at an educational establishment in Monaco is submitted to the State Medical Benefits Office at the start of each academic year

You are studying in France and resident in Monaco or France:

You will be entitled to coverage through the "Caisse Primaire d’Assurance Maladie" (CPAM - Local Health Insurance Office) for your place of study under the Universal Healthcare Insurance System (PUMA). It is your responsibility to contact your local office to find out what steps you need to take

You are covered by the CCSS or CAMTI as a dependent:

You are studying and resident in Monaco:

The insured person of whom you are a dependent must contact the CCSS (Social Services Compensation Fund) or the CAMTI (Sickness, Accident and Maternity Insurance for the Self-Employed) to request continued coverage for you. This can be done by writing a simple letter accompanied by a copy of your school or university enrolment
Coverage is maintained until you reach the age of 26, provided that a school or university enrolment certificate at an educational establishment in Monaco is submitted to the CCSS or CAMTI at the start of each academic year

You are studying in Monaco or France and resident in France:

You will be entitled to coverage through the "Caisse Primaire d’Assurance Maladie" (CPAM - Local Health Insurance Office) for your place of study under the Universal Healthcare Insurance System (PUMA). It is your responsibility to contact your local office to find out what steps you need to take
