From 1 July 2026, the State Medical Benefits Office (SPME) becomes the Department of State Medical and Family Benefits (DPMFE).

Understanding the process

Any civil servant, other Government and Commune officials who is responsible for one or more children is entitled to family benefits under the following cumulative conditions:

Be resident in Monaco or France
Have completed a minimum monthly period of actual activity
Be a beneficiary (head of household)
In addition, not in receipt of similar benefits for these children

Beneficiary (head of household) and recipient

Beneficiary (head of household)

The beneficiary is the natural person who is entitled to dependency allowances:

Where the father and mother are married or living together as a couple, the mother or the father may be designated by mutual agreement as the beneficiary
In the event of separation of the father and mother, the beneficiary is the person with whom the child's habitual residence has been established
In the event of the child residing alternately at the domicile of each parent, in accordance with the Act no. 1.450 of 4 July 2017 on alternate residence, the mother or father may be designated by mutual agreement as the beneficiary and half the family allowances shall be paid to each of them, unless otherwise agreed (judicially or amicably)

The definitive choice of beneficiary is final and can only be called into question in the event of a change in the family situation (such as separation or a change in professional status or place of residence).

The recipient

The recipient is the person to whom these allowances are paid for children from the current union:

When the beneficiary is the father or mother and he or she is married or living as a married couple with the other parent, one may be designated by mutual agreement as the recipient. In the absence of a written designation, the recipient is the mother
In the event of the separation of the father and mother and when the child resides alternately at the residence of each of them, as provided for under the Act no. 1.450 of 4 July 2017 on alternate residence, the father and mother are shall each receive half of the family allowances, unless otherwise agreed (judicially or amicably)
In other cases, the recipient is the beneficiary

The amounts of family benefits are fixed annually by Ministerial Decree.

In the event of a change in status of the beneficiary or recipient in comparison with the information you previously provided to the SPME, please attach the following documents:

Marriage: a copy of the marriage certificate or family record booklet
Living in a conjugal relationship: a declaration of living together/marital life
Divorce or separation: a copy of the divorce ruling or proof of separation
Birth: a birth certificate
Monegasque nationality: certificate of nationality
Change of recipient: a bank account details

You can either:

Submit the form, duly completed and signed, with the documents to be provided, to the Department of State Medical and Family Benefits, from 9.30 am to 5 pm. No appointment necessary
Send it by post to the Department of State Medical and Family Benefits
