Monegasque nationals and residents can register a boat under the Monegasque flag subject to various conditions, such as declaring the crew, conducting inspections for vessels over 8 metres without an EC certificate, and paying an annual naturalisation fee.

Understanding the process
Monegasque nationals and residents can apply to register a boat under the Monegasque flag.
Yachtspeople who wish to appoint a captain and/or a crew must notify the Department of Maritime Affairs.
All vessels under the Monegasque flag must show their name and the word "MONACO" on the stern, to the exclusion of any other wording.
An annual naturalisation fee is payable for all boats under the Monegasque flag. Payment must be made within a month from the date of the bill sent by the Department of Maritime Affairs in order to obtain the annual stamp. This stamp is essential, as without it, the naturalisation is not fully valid.

- The boat builder's certificate
- A certificate for the motor (declaration of the power of the motors)
- The customs import document for boats purchased outside the E.U. (EU4 or IM4)
- A request to register the vessel under the Monegasque flag
- A copy of your Monegasque navigation permit
- A copy of your ID card for Monegasque nationals or residence card for foreign residents
- Three photos of the boat: side profile view, stern view, and CE mark (send digital photos to marine@gouv.mc)
- For vessels over 7.5 metres purchased in the E.U.: proof that the boat complies with all tax obligations (available from Monaco's Department of Tax Services)
- For vessels under 24 metres: an E.C. certificate (a written declaration of conformity)
- For vessels over 24 metres: a classification certificate issued by a classification company
- For leased boats:
- A copy of the purchase invoice in the name of the leasing company
- A copy of the credit agreement in the name of the person(s) leasing the boat
- For vessels equipped with a radio station (VHF, etc. …): application for a licence, to be made to the Digital Platforms and Resources Department. All the information relating to this procedure is available at the following link
- The bill of sale of the boat
- The certificate of deregistration from the previous flag state (available from the authorities of the previous flag's State or bring back the act of naturalisation for Monegasque flags)
- The boat builder's certificate
- An E.C. certificate (a written declaration of conformity)
- A classification certificate issued by a classification company
- A certificate for the motor (declaration of the power of the motors)
- The customs import document for boats purchased outside the E.U. (EU4 or IM4)
- The "demande d’immatriculation sous pavillon monégasque" form
- A copy of your Monegasque navigation licence
- A copy of your ID card for Monegasque nationals or residence permit for foreign residents
- Three photos of the boat: side profile view, stern view, and CE mark (send digital photos to marine@gouv.mc)
- A copy of the purchase invoice in the name of the leasing company
- A copy of the credit agreement in the name of the person(s) leasing the boat
- For vessels over 7.5 metres: proof that the boat complies with all tax obligations, except for French flags (available from Monaco's Department of Tax Services)

You should send or submit the application to the Department of Maritime Affairs.
Granting permission to navigate under the Monegasque flag does not automatically include the allocation of a mooring in one of the Principality's ports. Moorings are not transferable to a new ship belonging to an owner who has a mooring in a port, or to a new owner of a ship that is already moored in Monaco.
