Understanding the process
A certificate of validity for a driving licence authenticates the driving licence and states all the information relating to the different categories obtained. It also specifies whether a driving licence has been suspended or a ban is in force.
When moving abroad, all holders of a Monegasque driving licence must inform the Driver and Vehicle Licensing Office when they cease to reside in the Principality, and must request a certificate of validity for a driving licence.
Note that the original of your valid driving licence and the certificate of validity for a driving licence must be presented to the foreign authorities of the new place of residence, so that a request to exchange the aforesaid licence can be made. This process must be carried out within the deadlines set by the foreign States.
In addition, a certificate of validity of the driving licence may be requested by the insurer of any holder of a Monegasque driving licence on presentation of a proxy form.

The request for a certificate of validity for a driving licence must be sent to the Driver and Vehicle Licensing Office using the appropriate form, duly completed and signed on the original.
The form may be:
- Downloaded online:
- Collected from the Driver and Vehicle Licensing Office
The application must be accompanied by a copy of the following documents:
- For Monegasque nationals:
- A valid Monaco national identity card
- Or a valid national passport with a proof of address (gas or electricity bill from the SMEG, rental agreement)
- For residents: valid residence permit
- Your Monegasque driving licence
- The payment, to be made by Visa or Mastercard bank cards only, cheque or postal order (clearable in Monaco or France), made out to the Driver and Vehicle Licensing Office and cash, in accordance with the current fee schedule
Any administrative procedure undertaken at the Driver and Vehicle Licensing Office by a third party must be accompanied by a mandate, signed by the principal and by supporting documents showing proof of these persons' identities.
The mandate allows the representative to submit and track the progress of the principal’s application, but not to sign documents instead of the principal.
To submit your application, you must first make an appointment with an agent of the Driver and Vehicle Licensing Office.

The staff of the Driver and Vehicle Licensing Office will be waiting for you at the time of the appointment; you should bring with you the documents listed in step 1 and your preferred means of payment.

The certificate of validity for a driving licence will be available within 72 hours by appointment arranged by the customer manager at the end of the interview and on presentation of the payment receipt (invoice).
