How to obtain a BE, C, D, CE, DE driving licence

There are five separate categories of driving licence for heavy vehicles:

• A category BE licence allows you to drive category B vehicles attached to a trailer with a maximum authorised mass (MAM) of more than 750 kilograms
• A category C licence allows you to drive vehicles with an MAM of more than 3,500 kilograms built to transport no more than eight passengers
• A category D licence allows you to drive vehicles designed to transport people which have more than eight passenger seats
• A category CE licence allows you to drive combinations of vehicles where the towing vehicle is in category C and is attached to a trailer or semi-trailer with an MAM greater than 750 kilograms
• A category DE licence allows you to drive category D vehicles attached to a trailer with a maximum authorised mass (MAM) of more than 750 kilograms

The following conditions must be met in order to obtain a driving licence:

In all five cases, you must register in advance through a driving school. You may register and prepare for the tests before you reach the required age.

The theory test (ETG) comprises 10 questions that are specific to the licence category you are applying for (with the exception of category BE), and you may make up to two mistakes. There are then 40 questions on the highway code and traffic regulations, in which you may make up to five mistakes. You must pass these tests before you can go on to sit the practical test. They may be taken up to two months before reaching the required age.

The practical test involves driving on the roads alongside a Driving Licence and Road Safety Inspector. It lasts approximately 60 minutes.

All candidates who have passed the theory test retain the right to sit the practical test for five years from the date of their test to allow them to pass the practical test or to obtain a different category of licence. 

If your licence is suspended or withdrawn in Monaco or abroad, you may not sit the driving tests.

Driving licences for heavy vehicles are valid for a maximum of five years, as long as there are no medical contraindications, after which they may be renewed following a medical check-up.

The request for an international driving licence must be sent to the Driver and Vehicle Licensing Office using the appropriate form, duly completed and signed on the original by the applicant

• For Monegasque nationals:
  • A copy of a valid Monaco national identity card 
  • Or a copy of a national passport with proof of address (gas or electricity bill from the SMEG, rental agreement) dated of less than 3 months
• For residents: a copy of a valid residence permit
• Two recent, coloured ID photos, dated within the last 6 months, on a light background, frontal view, bareheaded, of size 35x45, not scanned (one photo is for the medical certificate and must be covered by the doctor’s signature)
• The original medical certificate issued within the past 3 months by a doctor in the Principality of Monaco who is authorised to conduct this medical examination, in accordance with the model provided for that purpose. This may be:

  • Collected from the Driver and Vehicle Licensing Office
• The payment, to be made cheque or postal order (clearable in Monaco or France), made out to the Driver and Vehicle Licensing Office, in accordance with the current fee schedule

You must submit your application to your driving school, which will forward it to the Driver and Vehicle Licensing Office. Following registration with the Driver and Vehicle Licensing Office, you will receive a payment receipt (invoice) and candidate number from your driving school.

Your driving school will register you with the Driver and Vehicle Licensing Office for the theory and practical tests. Your driving school will inform you of the date and time of your tests, which are to be sat before an Driving Licence and Road Safety Inspector. You must bring identification to each of the tests.

The theory test takes place at the Driver and Vehicle Licensing Office. We recommend that you arrive at the Office’s reception desk 10 minutes before the time indicated.

In order to sit the practical test, you must first pass both parts of the theory test. The practical test will take place in a vehicle belonging to your driving school, with a representative from the school present. Your driving school will inform you of the location.

You will be informed of your test results immediately upon completion of the tests.

If you pass the practical test, your driving licence will be issued within 72 hours and can be collected from the Driver and Vehicle Licensing Office reception desk on presentation of your identification and your driving licence, if you have already obtained one for another category. In the latter case, you may also request a new international driving licence.

If you postpone your theory test, administrative fee must be paid in the form of a bank cheque made out to the Driver and Vehicle Licensing Office and given to your driving school in order to be able to take the rearranged test again. You should then contact your driving school again to arrange a new appointment. 

If you postpone your practical test, administrative fee must be paid in the form of a bank cheque made out to the Driver and Vehicle Licensing Office and given to your driving school. You should then contact your driving school again to arrange a new appointment.

In the event of unexcused absence from a test, the administrative fee must also be paid in the form of a bank cheque made out to the Driver and Vehicle Licensing Office, and given to your driving school.  

Once you have done this, you must contact your driving school again to take the rearranged test.

If your absence was due to medical reasons, consideration may be given to waiving these fees on presentation of a medical certificate dated the day of the test.
