Understanding the process
You need a professional licence to provide services that involve transporting public passengers by car, such as taxi driving, chauffeur-driven vehicles, municipal shared taxis or motorcycles on request, in Monaco
To apply for a professional licence, you must hold:
- A category A driving licence for more than four years for driving motorised two- or three-wheeled vehicles
- Or a category B driving licence for more than two years, for driving other vehicles
Obtaining a professional licence is subject to an investigation with regard to preserving national security, the successful completion of theory and practical tests and a medical examination by one of the approved doctors in the Principality.
The validity period of the professional licence is a maximum of five years up to the age of fifty. From the age of fifty, the validity period of the professional licence is a maximum of two years. However, the validity period of the professional licence issued to seasonal taxi operators may not exceed the duration of the administrative authorisation they have been granted.
The professional licence automatically ceases to be valid when the holder reaches the age of seventy years, or when a driving licence is revoked due to the holder being declared permanently unfit to drive.
The professional licence must be returned to the Driver and Vehicle Licensing Office if the activity is terminated or suspended.
If a driving licence is suspended or the holder is banned from driving in Monaco, the professional licence will be suspended for the duration that these administrative measures are in place

An application for a professional licence must be accompanied by the following documents:
- The application form for a professional licence for taxi driving, chauffeur-driven vehicles, motorcycles on request, municipal shared taxis, which can be downloaded in step 1, duly completed, including a recent coloured ID photo, dated within the last 6 months, on a light background, frontal view, bareheaded, of size 35x45, not scanned. It must be affixed in the space provided
- A document proving your identity and address:
- A copy of a valid ID document (ID card or national passport)
- If the address on the proof of identity is different or no address is noted, please attach a proof of address dated within the last 3 months (electricity bill or rent receipt)
- A document proving your fitness to drive:
- A copy of both sides of a valid Monegasque driving licence
- With a full driving licence record from the issuing country confirming that the right to drive has not been suspended or withdrawn, dated within the last 3 months
- Or a certificate from the issuing country confirming that the right to drive has not been suspended or withdrawn, dated within the last 3 months (except if you have a Monegasque driving licence)
- A document showing your criminal record history:
- An extract from criminal records dated within the last 3 months from your country of residence
- Your payment, to be made by cheque or postal order (clearable in Monaco or France), made out to the Driver and Vehicle Licensing Office, for the test fees and issue of the professional licence in accordance with the current fee schedule (payment will be cashed once your application has been validated). The mandate allows the representative to submit and track the progress of the principal’s application(s), but not to sign documents instead of the principal.
Any administrative procedure undertaken at the Driver and Vehicle Licensing Office by a third party must be accompanied by a mandate signed by the principal and by supporting documents showing proof of these persons' identities.
Documents must be in French or if they are written in a foreign language, be accompanied by a translation into French, by a sworn translator at the Monaco Court of Appeal or a French Court of Appeal.
Where necessary, translations can be made in the country issuing the documents to be translated. In this case, they must be legalised or apostilled. If the country issuing the documents to be translated is a signatory to the Hague Convention of 5 October 1961, the apostille for the sworn translation can be requested directly from the Court of Appeal where the translator is registered.
If the issuing country is not a signatory to the Hague Convention, diplomatic or consular legalisation of the translation will be required. You can also hand it in at the reception desk of the Driver and Vehicle Licensing Office, by requesting an appointment to “submit an application for review” via one of the following means:

The staff of the Driver and Vehicle Licensing Office will be waiting for you at the time of the appointment; you should bring with you the documents listed in steps 1 and 2 and your preferred means of payment.
As part of the examination of your request, an investigation will be carried out by the Police Department, in accordance with the terms of the Ministerial Decree no. 2016-622 of 17 October 2016 implementing Article 3 of Act No. 1.430 of 13 July 2016 on various measures relating to the preservation of national security.
We would like to state that the examination of the application can take up to several months to obtain the results of the investigation.
If it is favourable, the Driving Licence Section at the Driver and Vehicle Licensing Office will contact you by telephone to make an appointment for the theory tests.
If it is unfavourable, you will be notified of the decision, by mail, by His Excellency the Minister of State, and the Driver and Vehicle Licensing Office will return your application file and payment to you, also by mail.
The examination consists of:
- A theory part with two tests:
- A test (10 questions) on the regulations. See the
- The theory test on the highway code and traffic regulations (the "ETG")
- A practical test in a chauffeured vehicle provided by a large chauffeur-driven company or a taxi vehicle provided by the Monaco Association of Independent Taxi Operators (AETIM)
It is necessary to pass both theory tests in order to take the practical test.
A certificate showing that you have passed the examination is issued by email once you have successfully completed all three theory and practical tests.
Once the practical test has been successfully completed, the following additional documents must be posted or submitted to the Driver and Vehicle Licensing Office:
- A medical certificate dated within the past 3 months, issued by a doctor in the Principality of Monaco who is authorised to conduct medical examinations to determine fitness to drive a land vehicle, in accordance with the model provided for that purpose. This may be :

- A document proving your professional activity in the Principality:
- Either, for salaried drivers, a copy of a work permit, an authorization of employment or an application for renewal duly registered with the Employment Service
- Or, for non-salaried drivers, an entry in the Trade and Industry Registry dated within the last 3 months, stating the name and role of the applicant and, where applicable, a delegation of signing authority
- Or, for self-employed individuals, a copy of the ministerial authorisation to operate a business in the Principality, accompanied by a certificate of listing in the NIS (statistical identification number) register dated within the last 3 months
The professional licence will be sent directly by post, with acknowledgement of receipt to the address stated on the form.
