Understanding the process
The land-based medical transport professional card (TST) enables the holder to drive medical vehicles on condition that they hold a valid category B driving licence, are physically and medically fit to drive, and have a specific qualification.
Members of the Military Force are exempt from this requirement.
The land-based medical transport professional card is valid for five years, unless specified otherwise on the medical certificate of fitness to drive issued by the doctor consulted, who must be approved in the Principality of Monaco to conduct medical examinations for fitness to drive land motor vehicles. When the card expires, you may apply for a renewal.
The professional card ceases to be valid automatically when the holder reaches the age of seventy or if their licence is withdrawn on grounds of permanent unfitness to drive.
You must return your professional card to the Driver and Vehicle Licensing Office if you abandon or suspend your professional activity.
If your driving licence is suspended or you are banned from driving in Monaco for any period of time, your professional card will be suspended for the same period.

The request must be sent to the Driver and Vehicle Licensing Office using the appropriate form, duly completed and signed on the original by the applicant.

The request for renewal of a medical land transport card must be accompanied by the following documents:
This application form which can be downloaded in step 1, must be duly completed, and include a recent coloured ID photo, dated within the last 6 months, on a light background, frontal view, bareheaded, of size 35x45, not scanned. The photo must be affixed in the space provided
- A copy of a valid ID document (ID card or national passport)
- If the address on the proof of identity is different or no address is indicated, please attach a proof of address dated within the last 3 months (electricity bill or rent receipt)
- A copy of both sides of a valid driving licence
- With a driving licence record confirming that driving rights have not been suspended or cancelled, dated within the last 3 months
- Or a declaration from the country of issue confirming that driving rights have not been suspended or cancelled, dated within the last 3 months (except if you have a Monegasque driving licence)
This medical certificate must be issued by a doctor in the Principality of Monaco who is authorised to conduct medical examinations to determine fitness to drive a land vehicle, in accordance with the model provided for that purpose.
This may be:
- Downloaded online:
- Collected from the Driver and Vehicle Licensing Office
- Either, for employees, a copy of the employment authorisation, application for renewal, or a work permit issued by the Employment Office
- Or a copy of an entry in the Trade & Industry Register dated within the last three months for non-salaried corporate officers
- Either a copy of the professional card issued in your country of residence
- Or a copy of a document proving your professional capacity for one of the following four categories:
- Holders of diplomas, certificates or qualifications allowing them to practise the profession of ambulance driver on French territory or an equivalent qualification recognised by the Director of Health Affairs
- Monaco Red Cross first-aiders with level 2 team first-aid training (PSE2)
- Persons holding:
- Either, the level 1 civic prevention and first aid course (PSC1), the level 1 team first aid course (PSE1) or an equivalent first aid course recognised by the Director of Health Affairs
- Either, diplomas, certificates or titles allowing the practice of a medical auxiliary profession on French territory or issued in accordance with European Community obligations by a Member State of the European Union or party to the Agreement on the European Economic Area or an equivalent qualification recognised by the Director of Health Affairs
- Holders of an ambulance driver's diploma or licence
The payment must be made by cash, cheque or postal order (clearable in Monaco or France), made out to the Driver and Vehicle Licensing Office and Visa or Mastercard bank cards only, in accordance with the current fee schedule
The mandate allows the representative to submit and track the progress of the principal’s application(s), but not to sign documents instead of the principal.
Any administrative procedure undertaken at the Driver and Vehicle Licensing Office by a third party must be accompanied by a mandate signed by the principal and by supporting documents showing proof of these persons' identities.
Documents must be in French or if they are written in a foreign language, be accompanied by a translation into French, by a sworn translator at the Monaco Court of Appeal or a French Court of Appeal.
Where necessary, translations can be made in the country issuing the documents to be translated. In this case, they must be legalised or apostilled. If the country issuing the documents to be translated is a signatory to the Hague Convention of 5 October 1961, the apostille for the sworn translation can be requested directly from the Court of Appeal where the translator is registered.
If the issuing country is not a signatory to the Hague Convention, diplomatic or consular legalisation of the translation will be required. To submit your application, you must first make an appointment with an agent of the Driver and Vehicle Licensing Office.

The staff of the Driver and Vehicle Licensing Office will be waiting for you at the time of the appointment; you should bring with you the documents listed in steps 1 and 2.
Your card, will be sent directly by post, with acknowledgement of receipt, to the address stated on the form.
On expiry, the land-based medical transport professional card may be renewed, on request to the Driver and Vehicle Licensing Office, by presenting the same documents as for the initial application and under the same conditions (step 1 to 4).
