Reimbursement of fees paid for a service provided by the Driver and Vehicle Licensing Office may be requested in certain circumstances.
Understanding the process
Reimbursement of fees paid for a service provided by the Driver and Vehicle Licensing Office may be requested in the following circumstances:
- When a technical inspection has been cancelled at the latest the day before the appointment and the technical inspection has taken place in France by special authorisation, or when the vehicle has been removed from the registration file (for a sale, transfer, destruction or withdrawal) before the due date
- When a vehicle has been removed from the number plate database (for a sale, transfer, destruction or withdrawal), before 31 December of the current year as part of the process of renewing registration for the following year, and where the fee to renew the car sticker for the following year has already been paid
- Under any other circumstances justifying a reimbursement
Applications for reimbursement (or return) of fees must be sent to the Driver and Vehicle Licensing Office:
- Either, using the special online service
- Or using the appropriate form, duly completed and signed on the original by the owner of the relevant licence
The form may be:
- Downloaded online:
- Collected from the Driver and Vehicle Licensing Office
- The form (see step 1 Formulating the request)
- For Monegasque nationals:
- A copy of a valid Monaco national identity card
- Or a copy of a national passport with proof of address (gas or electricity bill from the SMEG or rental agreement), dated within the last 3 months
- For residents: a copy of a valid residence permit
- For legal entities:
- A copy of the articles of association/ministerial authorisation to operate a business in the Principality + certificate of listing in the NIS (statistical identification number) register dated within the last 3 months
- Or a copy of an extract from the Trade and Industry Directory dated within the last 3 months
- A copy of the identity document of the person legally responsible who signed the form (if a third party is appointed as a signing authority, this document must be accompanied by a certificate attesting to such, along with a copy of the signatory's proof of identity)
- Bank account details in the name of the owner of the relevant licence or bank account details in the name of an alternative beneficiary provided that a power of attorney is supplied by the owner of the paid invoice authorising a third party to receive the corresponding amount
- In the case of procedures carried out by a third party, a mandate, signed by the principal and accompanied by supporting documents showing proof of these persons' identities. It should specify that the mandate allows the representative to submit the progress of the principal’s application(s), but not to sign documents instead of the principal

For hard copy applications, the completed application should be enclosed in an envelope and handed to the reception desk of the Driver and Vehicle Licensing Office - no appointment is necessary. Alternatively, applications can be sent via post or emailed to circulation@gouv.mc.
Subject to acceptance of the request, reimbursement will be made by bank transfer by the Public Treasury within a maximum period of two months.
In the event of refusal, an explanatory letter will be sent to the applicant.
