Understanding the process
If you intend to travel abroad in order to develop your foreign language skills, you may apply for a foreign language development grant from the Department of Education, Youth and Sport.
These grants are available to school pupils (aged 11 or over) and university students:
- Monegasque national
- Spouse of a Monegasque national
- Dependant of a monegasque national
- One of whose parents is a civil servant
- Resident for at least 10 years
You must provide:
- A request on plain paper
- The form from the Department of Education, duly completed and signed (form can be downloaded from the online service or available on paper at the reception of the Department of Education, Youth and Sports)
- For pupils in private education in or outside Monaco: a certificate of registration stating which course will be followed during the current academic year (English +, European Studies or International Option of the baccalaureate)

- A pre-registration certificate for the language school, stating the number of language class hours per week (provision of this information is obligatory)
- An extract from the applicant's birth certificate (for new applicants only)

- Students currently studying: a certificate of attendance at an educational establishment or a copy of a student's card for the previous academic year and the current year
- In cases where children have undertaken one or several paid activities during the previous year: proof of all net income received between January and December of the year preceding the application
- In the case of a change in the composition of the household (renewal of application only): proof of departure from the household of the brother or sister of the applicant (a certificate of departure from the Principality issued by the Police Department if domiciled in the Principality, copy of the lease, receipt for accommodation, etc.)
- No paid activity during the previous year:
- Overall proof of net unemployment benefits received between January and December of the year preceding the application, or
- A sworn statement that no remuneration was received between January and December of the year preceding the application

- An overall declaration issued by the Departement of Social Welfare and Social Services stating any social allowances received between January and December of the year preceding the application

- A declaration of non-receipt issued by the aforementionned Departement for the period between January and December of the year preceding the application (example: for an application in 2023, the period should go from the 1/1/2022 to 31/12/2022)
- A copy of pension contributions made for the year preceding the application
- An overall declaration from the CCSS, the SPME, or the CAF in France, mentioning the family allowances and any special payments (such as the special payment at the start of the new school year, educational payment and end-of-year payment) received between January and December of the year preceding the application
- A declaration of non-receipt issued by CCSS, SPME or CAF in France of the year preceding the application
Applicants of Monegasque nationality:
- A global declaration issued by the Department of Social Welfare and Social Services stating the amount of the social allowances received between January and December of the year preceding the application
or if applicable
- A declaration of non-receipt issued by the Department of Social Welfare and Social Services for the year preceding the application
Applicants of foreign nationality:
- A Sworn Statement of non-receipt of remuneration received between January and December of the previous year (example : for an application in 2023, the period should go from 1/1/2022 to 31/12/2022)
- Proof of employed status: a copy of a salary slip from the month of December of the year preceding the application, stating the annual net total
- Students currently studying: a certificate of attendance at an educational establishment or a copy of a student's card for the previous academic year and the current year
- In cases where children have undertaken one or several paid activities during the previous year: proof of all net income received between January and December of the year preceding the application
- In the case of a change in the composition of the household (renewal of application only): proof of departure from the household of the brother or sister of the applicant (a certificate of departure from the Principality issued by the Police Department if domiciled in the Principality, copy of the lease, receipt for accommodation, etc.)
- No paid activity during the previous year:
- Overall proof of net unemployment benefits received between January and December of the year preceding the application, or
- A sworn statement that no remuneration was received between January and December of the year preceding the application
- A complete copy of the divorce ruling (or separation),divorce settlement agreement and any subsequent rulings
And
- Up-to-date proof of the amount of maintenance payments and other contributions to the education and maintenance of the child(ren), received between January and December of the year preceding the application
Or, if applicable
- A sworn statement of non-collection of maintenance payments and other contributions to the education and maintenance of the child(ren), received between January and December of the year preceding the application
- Documentary evidence of the rent amount (Monaco and foreign countries) paid between January and December of the year preceding the application
- A copy of the salary slip for the month of December of the year preceding the application, mentioning the net year-to-date total
Or
- Overall declaration of net salaries and bonuses received between January and December of the year preceding the application
For employees of the Princess Grace Hospital:
Overall declaration of net salaries and bonuses received January and December of the year preceding the application
- A copy of your salary slip for the month of December of the year preceding the application, stating the annual net total
- Proof of the amount of bonuses/indemnities received between January and December of the year preceding the application
- Proof of the amount of paid leave received between January and December of the year preceding the application
- A copy of the ASSEDIC dismissal notice or of unemployment benefit paid by the Department of Social Welfare and Social Services or the Employment Office received between January and December of the year preceding the application
- Assistance allowances for returning to work (ARE) paid by the Employment Service between January and December of the year preceding the application
- A declaration from the various pension schemes stating the amount of retirement pension received between January and December of the previous year
- A global declaration from Monaco Town hall stating the amount of social allowances (State old-age pension, special retirement allowance or other) received between January and December of the previous year
- A global declaration issued by the Department of Social Welfare and Social Services stating the amount of social allowances received between January and December of the previous year
For retired Monegasque civil servants:
- Copy of your retirement pension slip for the month of December of the year preceding the application, showing the annual net total
- A duly certified accounting statement of the sums taken by the manager during the period from January to December of the year preceding the application (or, failing that, during the previous business year)
- A duly certified accounting statement of all types of remuneration received between January and December of the year preceding the application
- A copy of the VAT returns and turnover submitted to the Tax Services for the period of January to December of the year preceding the application
- Proof of deductible expenses (CAMTI, CARTI, fuel, vehicle maintenance, insurance, parking) for the period of January to December of the year preceding the application
- A sworn certificate of the income received between January and December of the year preceding the application
Applicants are asked to note that applications should be sent to the Department of Education, Youth and Sport before 2pm on the last Friday in August of the year of the application, even if they are incomplete.
No applications received after this date can be considered.
For applicants without online access or who do not wish to use a computer, the paper form is still available and can be collected from the Department of Education, Youth and Sport.
