In the event of the loss or theft of a driving licence, the holder must inform the Driver and Vehicle Licensing Office immediately and may request a duplicate.
Understanding the process
The duplicate will be issued provided that you are still resident in Monaco and are able to produce a national identity card or a valid residence permit.

This procedure may be carried out a third party must be accompanied by a mandate signed by the principal and by supporting documents showing proof of these persons' identities. The mandate allows the representative to submit the principal’s application, but not to sign documents instead of the principal.

Code P4Applications for a duplicate of a driving licence must be sent to the Driver and Vehicle Licensing and must be accompanied by the following documents:
- Either via the dedicated online service
- Or on paper, using the relevant form, duly completed and signed on the original by the holder. This may be:
- Downloaded online:
- Collected from the Driver and Vehicle Licensing Office
The documents to be provided are as follows:
- For Monegasque nationals:
- A copy of a valid Monaco national identity card
- Or a copy of a national passport with proof of address (gas or electricity bill from the SMEG, rental agreement)
- For residents: A copy of a valid residence permit
- In the event of theft, a copy of the declaration of theft made to the Police Department in Monaco or Police authority abroad
- A recent coloured ID photo, dated within the last 6 months, on a light background, frontal view, bareheaded, of size 35x45, not scanned
- The payment in accordance with the current fee schedule, to be made by bank cards on the online service, or by cash, cheque or postal order (clearable in Monaco or France), made out to the Driver and Vehicle Licensing Office, or bank cards (Visa or Mastercard only), for offline procedures
- If the procedure is undertaken for a third party, a mandate signed by the principal
If you are applying using the online service, all of the relevant documents must be submitted via this tool.
If you are applying on paper, you should submit the complete application by appointment to the Driver and Vehicle Licensing Office.

The staff of the Driver and Vehicle Licensing Office will be waiting for you at the time of the appointment; you should bring with you the documents listed in step 1 and your preferred means of payment.
If you are applying using the online service, the new registration certificate will be sent to you by post.
If you are applying on paper, the new certificate of registration will be available within 72 hours at the reception desk of the Driver and Vehicle Licensing Office, on presentation of the payment receipt (invoice)
The appointment can be arranged with the customer manager at the end of the interview or requested at a later date, using one of the following three ways:

If the holder of a lost or stolen driving licence is no longer a resident of the Principality, he or she may request a certificate, to be exchanged in his or her new country of residence.
