The regulations governing failures to carry out technical vehicle inspections have changed as of 04/01/2023 (click here to read the full press release).
Therefore, your situation is dependent on when your technical inspection was last performed (before or after 04/01/2023). Select your situation below.
Understanding the process
All vehicle registrations are limited and expire on the date that the statutory technical inspection is due. This date is noted on the registration certificate and, where appropriate, on the most recent technical inspection or follow-up technical inspection report. If the technical inspection is successfully passed by the due date, the vehicle’s registration period will be extended.
From 4 January 2023, in the event that a technical inspection is not passed by the due date, or if the vehicle still has faults following a second follow-up inspection, the vehicle may no longer be driven on public roads.
To regularise the vehicle, a new appointment will need to be made and the corresponding fee paid in addition to the technical inspection fee. The owner will then be permitted to drive the vehicle on the public roads solely for the purpose of travelling from their home or the repair site to the Vehicle Testing Centre on the date given on the relevant notification.
To be able to drive a vehicle whose registration has expired again, you will need to regularise it.
Before making an appointment:
- Take your registration certificate with you if it's a used vehicle or the European Certificate of Conformity if it's a new vehicle
- The fees for the technical inspection and the penalty fees that must be paid to confirm the appointment can be found in sections V4, V5, W1, V9 and FR of the document below

You can request an appointment by post to the Driver and Vehicle Licensing Office:
- Stating your availability
- And enclosing a cheque, clearable in Monaco or France, made out to the Driver and Vehicle Licensing Office, covering the cost of the technical inspection and the penalty fees (see sections V4, V5, W1, V9 and FR below for the fees)
You will receive confirmation of an appointment, which takes account of the availability you indicated (depending on free time slots), with the receipt for payment, by post.
You also have the option of going directly to the reception desk of the Vehicle Testing Centre or to the counter of the Driver and Vehicle Licensing Office stating your availability and paying any sums due:
- By bank card
- Or cash
- Or cheque clearable in Monaco or France, made out to the Driver and Vehicle Licensing Office, in accordance with the current fee schedule

The technical inspection must be carried out under the same conditions as the regular inspection
On the date of the inspection please bring the following documents with you to the Vehicle Testing Centre:
- The appointment letter
- The original copy of the temporary registration certificate
- The certificate confirming deregistration from the number plate database
- Any documents that may be requested regarding the specificities of the vehicles, such as a bodywork certificate, ATP certificate of conformity, certificate mentioning any modifications, etc
Following the technical inspection, a report will be drawn up and a copy given to you, to be kept. This states the date of the inspection, any faults found, the result and the new due date.
- If the vehicle is found to be in good condition, a sticker stating the next due date for the technical inspection will be affixed to the back of the registration certificate. As part of a technical inspection in advance of a new registration, please note that a positive report does not guarantee that the application to register the vehicle will be accepted
- If the condition of the vehicle does not comply with all the applicable technical provisions, the inspector will require a follow-up visit to be carried out; this must be undertaken before the new due date shown on the test report and the registration certificate
- If major faults are found, the owner of the vehicle has the following time limits to undertake the necessary repairs or adjustments and present the vehicle to the Vehicle Testing Centre:
- A maximum period of two months for any vehicle with a gross vehicle weight of 3.5 tonnes or less (M1, N1, O1 and O2)
- A maximum period of one month for any vehicle with a gross vehicle weight of 3.5 tonnes or more (M2, M3, N2, N3, O3, O4, T1, T2, T3, T4 and T5)
- In the event of dangerous faults, the owner of the vehicle has a maximum of two weeks to undertake the necessary repairs or adjustments and present the vehicle to the Vehicle Testing Centre.

Until 3 January 2023, if a technical inspection was not passed before the due date or if the vehicle still had faults following a second follow-up inspection, the vehicle was deregistered from the number plate database.
This means that the car may no longer be driven and that the registration certificate and licence plates must be returned to the Driver and Vehicle Licensing Office.
To be able to drive a currently deregistered vehicle again, you will need to regularise it.

Requests to regularise deregistered vehicles should be sent to the Driver and Vehicle Licensing Office using the relevant form, duly completed and signed. Please tick the option "Véhicule destiné à ne plus être utilisé sur la voie publique" (Vehicle declared off the road).
Please also complete the temporary registration application (self-adhesive strips and temporary registration certificate) to enable you to travel to the Vehicle Testing Centre.

The requests to regularise must be accompanied by the following documents:
- A copy of a valid Identity document:
- Monaco national identity card. Alternatively a national passport with proof of address (gas or electricity bill from the SMEG, rental agreement)
- Or Residence permit
- Or a copy of an extract from the Trade and Industry Registry dated of less than 3 months
- Or the articles of association/ministerial authorisation to operate a business in the Principality + certificate of listing in the NIS (statistical identification number) register dated of less than 3 months
- The original registration plates
- The original vehicle’s registration certificate
- The payment, to be made by cash, cheque or postal order (clearable in Monaco or France), made out to the Driver and Vehicle Licensing Office and Visa or Mastercard bank cards only, in accordance with the current fee schedule
Any administrative procedure undertaken at the Driver and Vehicle Licensing Office by a third party must be accompanied by a mandate signed by the principal and by supporting documents showing proof of these persons' identities.
The mandate allows the representative to submit and track the progress of the principal’s application, but not to sign documents instead of the principal.
To submit your application, you must first make an appointment with an agent of the Driver and Vehicle Licensing Office.

The staff of the Driver and Vehicle Licensing Office will be waiting for you at the time of the appointment; you should bring with you the documents listed in steps 1 and 2 and your preferred means of payment.

At this appointment, you will be given, an invitation to an appointment for a technical inspection, a temporary registration certificate, a temporary registration strips, valid for two months, to be affixed to the vehicle and a payment receipt.
The certificate confirming deregistration from the number plate database, is available within 72 hours by appointment arranged by the customer manager at the end of the interview and on presentation of the payment receipt (invoice).

Once the technical inspection has been passed, you may ask for the vehicle’s registration to be renewed. The request should be sent to the Driver and Vehicle Licensing Office under the same conditions as an initial registration. The number plate originally allocated to the vehicle may be kept (see registration file).
