Applications can be submitted via the online service before 2pm from 1 June to the last Friday in September of the year of the application.
Understanding the process
The request for a grant for a student who is in an independent household should be addressed to the Department of Education, Youth and Sport from 1st June until 2pm on the last Friday of September.
Students are considered to be in an independent household: students who are no longer attached to their parental home and whose main residence, other than housing occupied solely for study purposes, constitutes an independent household and they are an apprentice or an employee working for more than 15 hours per week, or if they are married to an apprentice or an employee working more than 15 hours per week. If these conditions are not met, the applicant is linked to their parents’ household or, in the event that their parents are separated, to the parental household of their choice.
Applications are processed in date order of registration, provided that the documents provided can be evaluated.
The application may be sent incomplete at first, but all documents must be submitted to finalise the processing of the application.
The missing documents must be provided before 2.00 pm on the last Friday of March of the academic year corresponding to the studies. Any application that is not complete after this date will be cancelled. No payment will be made.
Monegasque applicants can benefit from a greater contribution towards tuition fees for diploma courses run by top-flight educational establishments, a list of which has been drawn up by Ministerial Decree.
In principle, for these establishments, the State now determines the amount of the study grant awarded based on actual tuition fees, with a percentage of the fees covered ranging from 40% to 100%, depending on the family quotient of the candidate's household.
You must provide different supporting documents, depending on your situation:
- A certificate or attestation of enrolment or admission issued by the institution where where the studies are being undertaken, indicating the course of study and the level of study required for the application (e.g. enrolment certificate for American universities)
- The applicant's school attendance certificate issued by the institution where the studies are being undertaken, indicating the course and level of study for the year of application, is required to finalise the application (e.g school certificate for Anglo-Saxon institutions)
- For applicants enrolled at engineering schools, (including preparatory courses) political studies institutes and commercial schools (unless the diploma is certified by the French or Monegasque State): a nominative invoice for tuition fees for the academic year of application only
- A copy of transcripts showing the number of credits obtained and/or diplomas, certificates of achievement obtained in the years preceding the application (A Levels, bachelor's, master's degree, etc.)
- In the case of work-study training in the Principality of Monaco or in France: a copy of the apprenticeship or professionnalisation contract (work-study), validated by the Department of Employment if the apprenticeship is carried out in the Principality, or approved by the Regional Directorates for the Economy, Employment, Labour and Solidarity (DREETS-DDETS) if the apprenticeship is carried out in France
- In the case of work-study training conducted outside the Principality of Monaco and France: a certificate from the host organisation stating whether registration fees have been covered or not
- For doctoral students: a copy of the doctoral contract, or, if applicable, a declaration stating that no remuneration was received during the academic year of the application
- A proof of address (receipt, copy of tenancy agreement) of the independent household for new applicants only
- In the case of student accommodation: a copy of the lease signed by the landlord(s) and by the tenant(s), together with a receipt for the accommodation fees dated from September of the academic year of the application, or, if applicable, a tenancy agreement stating tenancy dates
- An extract from the applicant's birth certificate, for new applicants only

Furthermore, either the amount of the scholarship awarded to them, or the reasons why the scholarship was refused (for example: if the applicant is French and is studying at a higher education establishment in France, they must enclose with their application a notification issued by CROUS, stating the establishment in which they are enrolled as well as the amount of the scholarship awarded or the reason for refusal)
- Or, If the establishment where the student is registered does not allow a grant to be awarded: a certificate of non-entitlement issued by that establishment

You must provide, for each member over 18 years old of the household: a copy of proof of any additional income (bank interest, capital gains, property income, annuities, etc.) received, or, if applicable, a sworn statement of non-receipt of any additional income.
You must also provide financial supporting documents corresponding to the situation of each member over 18 years old of the household between January and December of the year preceding the application:
- A copy of the payslip for the month of December stating the annual net total, or if applicable all pay slips
- Or, a certificate issued by the employer stating net salaries and bonuses received
For employees of the Princess Grace Hospital:
- An overall certificate prepared by the establishment giving details of net salaries and bonuses received
- A copy of the payslip for the month of December stating the annual net total, or if applicable, all pay slips
- A copy of net pension contributions paid
- A copy of your payslip for the month of December stating the annual net total, or if applicable, all pay slips
- An overall certificate of net bonuses/ indemnities received
- Proof of the net amount of paid leave received (when the paid leave is not paid directly by the employer)
- A duly certified accounting statement of the net amount of income received from their activity, or failing this, a copy of accounting documents such as profit and loss accounts or a certificate showing the sums collected by the operator, or if applicable for the period relating to the last financial year for which the accounts have been closed, or failing this, a Sworn Statement of income received and a certificate issued by the Business Development Agency stating the amount of aid received or the fact that no aid has been received
- A sworn Statement of the income received
- A copy of the VAT returns and turnover submitted to the Tax Services for the 4 quarters
- Proof of deductible expenses:
- CAMTI and CARTI statements for the 4 quarters
- Fuel tax exemption or tickets
- Receipted invoices for vehicle maintenance, including technical inspections
- Proof of insurance cover for the vehicle
- Car park pass invoices (Monaco Parking, for example)
- The Radiotaxi invoice
- Receipt for payment of licence (for first-time applications only)
- A certificate issued by the Business Development Agency stating the amount of aid received or the fact that no aid has been received
- A duly certified accounting statement of all types of net remuneration received
- An Overall declaration of the net amount of unemployment benefit or compensation received from any social organisation (unemployment benefit, back-to-work benefit, etc.)
- A certified statement from the organisation(s) paying the pensions (main, direct and supplementary pensions) paid and if applicable, State benefits for the elderly, special retirement allowance and monthly retirement allowance
For military pensioners:
- An overall certificate stating the net amount of pension received, or failing that, all the military pension statements received
- A certified statement from the paying body(ies) of the widower's reversionary pensions or the former spouse's reversionary pensions paid
- An extract from the death certificate
- A certified statement from the body(ies) paying the survivor's pension or benefit or if applicable, a sworn statement of non-receipt
Statements relating to the daily allowances received:
- For candidates who received a salary in the year preceding the application: proof of all net income received
- For candidates who received a salary during the academic year of the application: a copy of the contract of employment mentioning the duration of the contract and the number of hours of work per week
- For candidates who received a salary in the year preceding the application: proof of all net income received
- For candidates who received a salary during the academic year of the application: a copy of the contract of employment mentioning the duration of the contract and the number of hours of work per week
- If there are one or more dependent children under the age of 21 in the household: an overall certificate from CCSS, SPME or CAF in France mentioning the net amount of family allowances and bonuses payments (such as the special allowance for the start of the school year, educational bonus, end-of-year bonus, holiday bonus) received
- Or if applicable, a proof of non-receipt issued by the organisation
- In general: certificates relating to all benefits and social assistance received by the household (single wage allowance, family support allowance, prenatal allowance, crèche allowance, disability allowance for adults, special education allowance, supplementary allowance, allowance paid as part of the " Support and Encouragement for the Monegasque Family " scheme, etc.)
- A complete copy of the divorce ruling or separation mentioning the children's usual residence and the arrangements made for custody, maintenance payments and contributions, or if applicable, a Sworn Statement of marital status
- A sworn statement prepared by the applicant’s co-parent, stating whether or not he or she has received (monthly amount) maintenance payments and contributions towards the upbringing and maintenance of the child(ren)
- A sworn statement from the child(ren) of full age stating whether or not they are in receipt (monthly amount) of any contributions
- All rent receipts or an overall certificate stating the annual net total received, issued by the establishment in charge of the rental property
- Proof of employed status: a copy of a payslip from the month of December, stating the annual net total, or if applicable, all pay slips
- Students currently studying: a school attendance certificate issued by the institution where the studies are being undertaken, indicating the course and level of study for the current academic year of application
- In cases where children have undertaken one or several paid activities between January and December of the year preceding the application: proof of all net income received
- In the case of a change in the composition of the household (renewal of application only): proof of departure from the household of the brother or sister of the applicant (a certificate of departure from the Principality issued by the Police Department if domiciled in the Principality, copy of the lease, receipt for accommodation, etc)
- No paid activity in the year preceding the application:
- An overall declaration of the net amount of unemployment benefit or compensation received from any social organisation (unemployment benefit, back-to-work benefit, etc.)
- Or if applicable, a sworn statement that no remuneration was received in the year preceding the application
- A sworn statement that no remuneration was received (including any social support and unemployment benefit)
- Tax notices for all taxable members of the household
Candidates' attention is drawn to the fact that no further applications will be considered after 2 pm on the last Friday of September.
For applicants without online access or who do not wish to use a computer, the paper form is still available and can be collected from the Department of Education, Youth and Sport, or by sending a request to denjs@gouv.mc .

- For doctoral students: a copy of the doctoral contract, or, if applicable, a declaration stating that no remuneration was received during the academic year of the application
- In the case of student accommodation: a copy of the lease signed by the landlord(s) and by the tenant(s), together with a receipt for the accommodation fees dated from September of the academic year of the application, or, if applicable, a tenancy agreement stating tenancy dates
- An extract from the applicant's birth certificate, for new applicants only
- A certificate of nationality from the national Monegasque spouse
- A certificate of residence less than three months old, certifying that the applicant has been domiciled in the Principality for at least ten years without interruption at the time the application is submitted in the Principality
- Bank account details (IBAN) of the applicant if over 18 years old during the academic year of the application, or of their legal representative in the case of minors
- A certificate from the authorities of the student's country of origin certifying, that they have submitted a scholarship application to the relevant authorities in that country within the statutory time limit. Furthermore, either the amount of the scholarship awarded to them, or the reasons why the scholarship was refused (for example: if the applicant is French and is studying at a higher education establishment in France, they must enclose with their application a notification issued by CROUS, stating the establishment in which they are enrolled as well as the amount of the scholarship awarded or the reason for refusal)
- Or, If the establishment where the student is registered does not allow a grant to be awarded: a certificate of non-entitlement issued by that establishment

- A certificate or attestation of enrolment or admission issued by the institution where the applicant is studying, indicating the course of study and the level of study required for the application (e.g. enrolment certificate for American universities)
- The applicant's school attendance certificate issued by the institution where the studies are being undertaken, indicating the course and level of study for the year of application, is required to finalise the application (e.g school certificate for Anglo-Saxon institutions)

You must provide, for each member over 18 years old of the household: a copy of proof of any additional income (bank interest, capital gains, property income, annuities, etc.) received, or, if applicable, a sworn statement of non-receipt of any additional income.
You must also provide financial supporting documents corresponding to the situation of each member over 18 years old of the household between January and December of the year preceding the application:
- A copy of the payslip for the month of December stating the annual net total, or if applicable all pay slips
- Or, a certificate issued by the employer stating net salaries and bonuses received
For employees of the Princess Grace Hospital:
- An overall certificate prepared by the establishment giving details of net salaries and bonuses received
- A copy of the payslip for the month of December stating the annual net total, or if applicable, all pay slips
- A copy of net pension contributions paid
- A copy of your payslip for the month of December stating the annual net total, or if applicable, all pay slips
- An overall certificate of net bonuses/ indemnities received
- Proof of the net amount of paid leave received (when the paid leave is not paid directly by the employer)
- A duly certified accounting statement of the net amount of income received from their activity, or failing this, a copy of accounting documents such as profit and loss accounts or a certificate showing the sums collected by the operator
- Or, if applicable for the period relating to the last financial year for which the accounts have been closed, or failing this, a Sworn Statement of income received and a certificate issued by the Business Development Agency stating the amount of aid received or the fact that no aid has been received
- A sworn certificate of the income received
- A copy of the VAT returns and turnover submitted to the Tax Services for the 4 quarters
- Proof of deductible expenses:
- CAMTI and CARTI statements for the 4 quarters
- Fuel tax exemption or tickets
- Receipted invoices for vehicle maintenance, including technical inspections
- Proof of insurance cover for the vehicle
- Car park pass invoices (Monaco Parking, for example)
- The Radiotaxi invoice
- Receipt for payment of licence (for first-time applications only)
- A certificate issued by the Business Development Agency stating the amount of aid received or the fact that no aid has been received
- A duly certified accounting statement of all types of net remuneration received
- An Overall declaration of the net amount of unemployment benefit or compensation received from any social organisation (unemployment benefit, back-to-work benefit, etc.)
- A certified statement from the organisation(s) paying the pensions (main, direct and supplementary pensions) paid and if applicable, State benefits for the elderly, special retirement allowance and monthly retirement allowance
For military pensioners:
- An overall certificate stating the net amount of pension received, or failing that, all the military pension statements received
- A certified statement from the paying body(ies) of the widower's reversionary pensions or the former spouse's reversionary pensions paid
- An extract from the death certificate
- A certified statement from the body(ies) paying the survivor's pension or benefit or if applicable, a sworn statement of non-receipt
Statements relating to the daily allowances received:
- For candidates who received a salary in the year preceding the application: proof of all net income received
- For candidates who received a salary during the academic year of the application: a copy of the contract of employment mentioning the duration of the contract and the number of hours of work per week
- For candidates who received a salary in the year preceding the application: proof of all net income received
- For candidates who received a salary during the academic year of the application: a copy of the contract of employment mentioning the duration of the contract and the number of hours of work per week
- If there are one or more dependent children under the age of 21 in the household: an overall certificate from CCSS, SPME or CAF in France mentioning the net amount of family allowances and bonuses payments (such as the special allowance for the start of the school year, educational bonus, end-of-year bonus, holiday bonus) received
- Or if applicable, a proof of non-receipt issued by the organisation
- In general: certificates relating to all benefits and social assistance received by the household (single wage allowance, family support allowance, prenatal allowance, crèche allowance, disability allowance for adults, special education allowance, supplementary allowance, allowance paid as part of the " Support and Encouragement for the Monegasque Family " scheme, etc.).
- A complete copy of the divorce ruling or separation mentioning the children's usual residence and the arrangements made for custody, maintenance payments and contributions, or if applicable, a Sworn Statement of marital status
- A sworn statement prepared by the applicant’s co-parent, stating whether or not he or she has received (monthly amount) maintenance payments and contributions towards the upbringing and maintenance of the child(ren)
- A sworn statement from the child(ren) of full age stating whether or not they are in receipt (monthly amount) of any contributions
- All rent receipts or an overall certificate stating the annual net total received, issued by the establishment in charge of the rental property
- Proof of employed status: a copy of a payslip from the month of December, stating the annual net total, or if applicable, all pay slips
- Students currently studying: a school attendance certificate issued by the institution where the studies are being undertaken, indicating the course and level of study for the current academic year of application
- In cases where children have undertaken one or several paid activities between January and December of the year preceding the application: proof of all net income received
- In the case of a change in the composition of the household (renewal of application only): proof of departure from the household of the brother or sister of the applicant (a certificate of departure from the Principality issued by the Police Department if domiciled in the Principality, copy of the lease, receipt for accommodation, etc)
- No paid activity in the year preceding the application:
- An Overall declaration of the net amount of unemployment benefit or compensation received from any social organisation (unemployment benefit, back-to-work benefit, etc.)
- Or if applicable, a sworn statement that no remuneration was received in the year preceding the application
- A sworn statement that no remuneration was received (including any social support and unemployment benefit)
- Tax notices for all taxable members of the household
Candidates' attention is drawn to the fact that no further applications will be considered after 2 pm on the last Friday of September.

The final amount will only be communicated once the application and required supporting documents have been submitted to the Department of Education, Youth and Sport, and after it has been examined by the State technical services.
