Understanding the process
Tenants of state-owned housing or those with a flat in the same sector (subject to final acceptance) who wish to exchange their flat can register and consult the state-owned flat exchange register.
The consultation can be done through the tenant extranet or at the Housing Department.
When two (or more) households agree to exchange their respective apartments, they must send a request to the Housing Department which can agree to or refuse the exchange subject to:
- Respecting normal needs in conformity with the Ministerial Decree: , modified
In the context of an exchange of apartments of different categories, the amount of National Housing Aid may not exceed either the total amount paid before the exchange or the averages granted for state-owned housing for the year 2025 for each type of housing, which will apply for the year 2026:

If accommodation of the same type is exchanged, there must be no impact on the National Housing Aid.
You must be housed in an apartment in the State sector in Monaco and the holder of either:
- A lease agreement
- Or a Right to Buy contract
- Or a beneficiary (subject to final acceptance)
You can exchange your accommodation for an apartment that does not exceed your normal needs, as set out in the following table:

Please note that the following do not count as part of the household:
- Children of the person accommodated
- Adult children who are not resident within the applicant’s household
- Grandchildren

The documents to be provided concerning the composition of the household in order to determine normal needs in conformity with the Ministerial Decree in force regarding State-owned housing.
If you receive National Housing Aid, you should only provide the documents that are relevant to your application from the list of documents below.
For all members of the household:
- Copies of valid national identity cards (both sides) and/or copies of valid residence permits (both sides)
For dependent children
- Proof of filiation
- A copy of the divorce ruling or proof of separation, giving details of custody of the children, if applicable
- For expected births: a copy of the pregnancy declaration (prenatal medical examination certificate submitted to the health authority)
In the case of separation or divorce where there are children from this union:
- A copy of the divorce ruling or proof of separation giving details of the custody of the children
Once you have been placed on the register, you can consult the advertisements for accommodation that does not exceed your normal needs. You can consult it:
- At the Housing Department's offices
- On line, if you have specified this wish on the form

If you have not yet created an account on this app, please contact the State Property Authority to obtain your username and password.
If an apartment matches your needs, you can contact the tenants by telephone or e-mail.
If you are in agreement with another household to exchange apartments you should each make a written request to the Housing Department.
These written requests should state the reason for the application and must be accompanied by all relevant documents related to the composition of the household (in the event of any changes after registration) and to the income of the household, in accordance with current legislation on National Housing Aid.
Your request for an exchange is evaluated in regard to normal needs and to the effect of the exchange on the payment of National Housing Aid to each household.
Each household will be informed of the decision by the Housing Department.
