Anyone who is at least 16 years of age and wishes to reside in Monaco for more than three months in a year, or set up home in the Principality, must apply for a residence permit from the Monégasque authorities.
Understanding the process
Principle
Anyone who is at least 16 years of age and wishes to reside in Monaco for more than three months in a year, or set up home in the Principality, must apply for a resident permit from the Monégasque authorities. Residence permits are not issued to minors under the age of 16; a Travel document for a foreign minor may be issued to enable overseas travel.
Once an application for a residence permit has been submitted, a "temporary" card valid for one year may be issued, for which there are no particular length of residency requirements. The fee for issuing a first permit is €80.
The residence permit documents the authorisation given to a foreign national aged over 16 years of age to reside in Monaco for more than three months or to settle in the country.
It further permits holders who are nationals of a non-EEA state (third country) and hold a valid passport to enter, leave and travel within the Schengen Area without the need to apply for a short-stay visa (Schengen C visa).
Conditions
The requirements for foreigners settling in Monaco vary depending on the nationality of the applicant.
In all cases, you must be able to prove that you have:
Accommodation in Monaco which is large enough to accommodate those living there, through:
- Being the owner of a house or apartment;
- Being the director or unit holder of a company which owns a house or apartment
- Renting a house or apartment
- Staying with a close relative, your spouse, or partner with whom you are living as a couple
Sufficient financial resources, by means of:
- A salary
- Professional income (independent commercial activity or through a company);
- Sufficient savings (the sum which is judged sufficient depends on the banking establishment in Monaco providing the reference)
- Being supported by a relative, spouse or partner with whom you are living as a couple
Good character, by supplying a copy of your criminal records (less than 3 months old) information or equivalent ("Certificato penale" + "Certificato dei carichi pendenti" in Italy, "Führungszeugnis" in Germany, "Copy of Police Records" in the United Kingdom, "FBI Background Check" in the United States, etc.), issued by the authorities of the last country in which you have resided in the five years prior to your arrival in Monaco.
If your circumstances do not match those described above or if there is a good reason why you are unable to supply one of the documents required, please contact the Residency Section, which will review your situation.
If you leave Monaco, you must surrender your residence permit.
European Economic Area and third countries: Germany, Andorra, Austria, Belgium, Bulgaria, Croatia, Cyprus, Denmark, Spain (including the Balearic and Canary Islands), Estonia, Vatican City, France (Guadeloupe, Martinique, French Guiana, Réunion), Finland, Greece, Hungary, Ireland, Italy, Iceland, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Norway, the Netherlands, Poland, Portugal (including the archipelagos of Madeira and the Azores), Czech Republic, Romania, Gibraltar, San Marino, Slovakia, Slovenia, Sweden, Switzerland.
As of 1 February 2020, the United Kingdom of Great Britain and Northern Ireland (hereinafter referred to as the United Kingdom) has officially left the European Union. As of 1 January 2021, the United Kingdom, which has become a third state in view of the European Union, will no longer implement Union law.
Its Nationals will no longer benefit from the right to free movement and installation and will be nationals of third countries.

Note: There is no derogatory status for the parents or for the allies of a British national holding a valid Monegasque residence permit. These are also subject to the long-stay visa procedure.
As a European Economic Area or third country national, you do not need to supply any documents.
Depending on the circumstances, you should do the following:
You must apply for a transfer of residency from the French Embassy in Monaco
You must apply for a long-stay visa (type D) for Monaco through the French Consulate closest to your most recent place of residence
Exceptionally, foreigners who are already in the Principality and have accommodation can appeal to the Ministry of the Interior for permission to apply directly to the French Embassy in Monaco (article 5 of the Convention Franco-Monégasque de voisinage).
You must have a visa in order to apply for a residence permit.
- Contract or most recent electricity bill
Then, depending on your circumstances:
- Notarised property deed
- If you own a property through an intermediary company:
- The company’s articles of association
- Proof of share held or a certificate confirming your role in the company
- Certificate of free accommodation signed by the person you are staying with (a close relative, your spouse, or partner with whom you are living as a couple), downloadable here
- Tenancy agreement, if the person you are staying with rents their home
- Property deed if the person you are staying with owns their home
Important: Where documents are not in French, English or Italian, a translation must be supplied by a sworn translator.
In addition to the documents listed below, the Residents Section may request any other type of supporting document.
- A copy of the relevant Trade and Industry Directory entry (less than 3 months old)
- Or a copy of the relevant Kbis registration entry for businesses in France
- A receipt from the Business Development Agency confirming the admissibility of your application to start a business
This receipt will allow you to begin the process of applying for a residence permit from the Residency Section.
- A certificate from the Employment Office authorising employment in Monaco, appropriate to individual circumstances: an undertaking of employment, an application for permission to hire, or your work permit and most recent payslip... Please note: the issuing of these documents by the Employment Office is subject to compliance with the legal provisions relating to recruitment (Act 629 of 17 July 1957 regulating the conditions of recruitment and dismissal in the Principality)
- A proof of pension
- A letter from a third party (relative, spouse or partner with whom you are living as a couple) confirming that they are supporting you, downloadable here:
- Documentary evidence of that person’s financial resources as appropriate to their circumstances
- A bank reference in the approved format from a Monaco bank (less than 1 month old) confirming that you have sufficient funds to live in Monaco (this should be arranged with the bank)
- Any other proof that establishes that you have sufficient financial resources to live in Monaco (contact the Residency, Certifications and Lost-and-Found Section, the details for which can be found above, to determine what documents can be supplied in your particular circumstances)
Important: Where documents are not in French, English or Italian, a translation must be supplied.
- A valid passport including the long-stay visa
- A French residence permit, if applicable
- Birth certificate (less than 3 months old)
- An extract from the criminal record or the equivalent (Certificato penale, criminal records, etc.), less than 3 months old, issued by the authorities of the last countries in which you have resided in the past 5 years, before your arrival in Monaco

Then, depending on your circumstances:
- Marriage certificate
- A passport or identity card for each child
- Proof of custody of minors, if applicable
- Proof of adoption, if applicable
- Proof of schooling for children educated outside Monaco
- Proof of student status
- Divorce certificate
- Certificate of legal separation

If your application is deemed admissible, you will receive an electronic notification inviting you to make an interview appointment using a dedicated platform.
This is an individual appointment.
On the day of the interview appointment, you must bring the complete file (original documents) with you.
Following a review, if your application is accepted, a second appointment to register and issue the card will be arranged by the Residency Section.
The card is issued on the Residency Section offices.
The fee for issuing the residence permit is to be paid upon issue.
If you wish to activate digital identity access on your card, you can do so when you receive it or, at the designated counter, on a later date.

Submission of the application
Once the form has been duly completed, it must be accompanied by copies of the requested documents, which together make up your certificate application file.

Once your application has been assessed, you will be contacted by telephone to arrange a personal interview.
Once your application has been processed and validated, we will send you a letter detailing the appointment arrangements.

You already hold a residence permit:
- You would like to renew your expired residence permit; please see the renewal procedure
- Your residence permit has been lost, stolen or damaged; you will need to request a duplicate
- You would like to notify us about a change in civil status or a change of the address, nationality or profession listed on your residence permit; see this procedure
