The State Property Authority

Role

The State Property Authority deals with:

  • Managing State property
  • Allocating industrial, commercial and office State-Owned premises
  • The preparation and conclusion of leases, "Habitation-Capitalisation" contracts, occupancy agreements, and other contracts relating to state property 
  • The collection and recovery of rents, fees, charges, allowances and, more generally, all sums owed to the State, unless otherwise provided for by law or regulation
  • The upkeep and maintenance of State-owned buildings for private use, as well as the refurbishment of State-owned apartments for residential use
  • Issuing authorisations to occupy State property
  • Drafting loan agreements granted by the State
  • Managing the purchase of supply of equipment and supplies required by the Government

Organisation and operation

It signs residential leases and draws up "Habitation-Capitalisation" contracts, as well as entering them into the system. It also manages the allocation of parking spaces under the management of the State Property Authority.

It manages relations with professional occupants, issues calls for applications for the rental of vacant state-owned premises for professional use, and draws up and regularises the relevant occupancy titles. It analyses and may draft various legal documents that may be binding on the State Treasury.

The Property Management Section mainly deals with managing State property. It is in direct contact with managers mandated for certain properties and with property management companies in which the State owns real estate. It is also responsible for installing electric charging stations in car parks managed by the State Property Agency.

The Section deals with incoming and outgoing inventories, and carries out repairs to apartments.

This section handles the allocation of rental charges and their invoicing. It monitors the department's expenditure and revenue. 

It invoices rents and fees for leases and occupancy agreements, as well as repayments of various loans granted by the State. It also handles all debt collection disputes.

The main task of the Central Supplies Bureau is to ensure that the Government's equipment and installations are in working order.

In terms of operations, the Central Supplies Bureau manages:

  • Cleaning of premises
  • The purchase of various equipment and furniture
  • Catering for school canteens

This section includes the archives and reception and provides administrative support to the Department.
